A -- BROAD AGENCY ANNOUNCEMENT - FEDERAL DEFENSE LABORATORY DIVERSIFICATION (FDLD) TECHNOLOGY TRANSFER PROGRAM Point of Contact: Ms. Zalerie Moore 703/614-6823; Contracting Officer, Mr. Harry Shatto 703/614-4579. The Deputy Director, Defense Research and Engineering, Office of Technology Transition (DDDR&E/OTT), seeks to announce The Federal Defense Laboratory Diversification (FDLD) Technology Transfer Program and invite potential participants to request a Program Information Package (PIP) providing detailed guidance for project formulation. Interested industry participants should submit partnership proposals to the federal defense laboratory (FDL) point of contact identified in the PIP for each topic. The FDL will review proposals according to the criteria listed below and select a single partnership proposal, which SHALL include a least two industrial organizations. The FDL will develop the second part of the proposal which outlines the integration of in-house activities with those of the industry partnership. One combined (two-part) proposal for the FDL/industry team will result for each topic. The FDL will forward this proposal to a Joint Service Review Board, where it will compete for selection with proposals for the other topics listed below. The Board will select based upon available funds and the stated evaluation criteria. Contract awards will then be made by the appropriate FDL. About 10 to 15 teams will be funded at approximately $1 million for year one, with 1 to 2 one year options. The FDLS will determine the most effective/appropriate method for private sector participation. The principal purpose of this program is to pursue the DoD Dual Use Strategy to invest in R&D on technologies important to both defense and commercial applications, to integrate the defense and commercial industrial bases and to access commercial capabilities for military systems. This will be accomplished by catalyzing the transfer of tecnology from the FDLS to private sector partners for commercialization ``spinoff'' and/or by adapting commercial technology for defense ``spin on'' to reduce acquisition costs. The DoD laboratory research and development organizations will play a key role in the management and execution of the selected projects. In accordance with Title 10, competitive procedures will be used to establish all partnerships and cost sharing will be required as described in the PIP. For-profit industrial organizations (at least two per project) will be lead performers, since a purpose of the program is to facilitate development of and access to dual use technology. The industrial firms may be non-defense entities or defense contractors and they may be augmented by federal laboratories, institutions of higher education, state agencies, government-owned/contractor-operated industrial facilities, Federally Funded Research and Development Centers (FFRDC) which have been designated as research laboratories, non-profit research corporations and others that support the firms. Dual use topics of interest to specific FDLs are described in more detail in the PIP, available through the Defense Technical Information Center (DTIC). To address these topics, FDLs and their industrial partners will form an Integrated Technology Development Team, to include company manufacturing and marketing personnel, as well as technologists, for spin-off projects, and a Systems Program Officer/Program Executive Officer, representative for spin-on projects. It is intended to maximize the probability that the technology will be successfully commercialized by considering downstream production or systems integration issues, as the case may be, at the outset of the project. A successful output of a FDLDP project will be a brass board/prototype which will bring a technology to the threshold of commercialization or system integration. In accordance with Title 10, subsection 2511f, proposals will be evaluated according to the following: (1) Extent partnership advances national security objectives and potential military value; (2) Technical feasibility and excellence; (3) Qualifications of personnel proposed; (4) Timely private sector investment to achieve goals and objectives of the partnership, other than through the partnership; (5) Potential effectiveness of partnerhips in further development and application of technology developed by the partnership, for the national technology and industrial base; (6) Financial commitment of eligible firms to partnership; (7) Does not unnecessarily duplicate other projects; (8) Other criteria the Secretary prescribes: these shall include probability of commercialization and/or probability of military system integration; adequacy of technical resources; financial feasibility. Dual Use Technology Transfer Topics of interest are: Heterojunction Bipolar Transistor Fabrication Program; Wavelength Division Mulitplexing for Advanced Fiber Optics Systems; Digital Cable Test System; Micromirror Arrays for Aberration Correction in Optical Devices; Infrared Camera Technology for Thermal Diagnostics; Integrated Helicopter Design Tools; Collision Avoidance Countermeasures for Highway Vehicles; New Approaches to Food Packaging, Preservation and Preparation; DNA Immunization; Advanced Testing and Evaluation of the Mutant E. Coli Enterotoxin LTR192G Adjuvant. Operations Other Then War/Law Enforcement Topics of interest are: Commercialization of Weapons Team Engagement and Training Technology; Direct Broadcast Satellite; Precise Postitioning of Distant Objects Using The Global Positioning System (GPS) and Digital Imagery; Speaker Identification For Law Enforcement; Digital Signal Enhancement Processor; Optical Security; Metal Object Identification For Improved Security Systems; Wide Area Surveillance Thermal Imager; Advanced Ballistic Threat Protection for Law Enforcement Personnel. This Broad Agency Announcement constitutes a solicitation for proposals under the provisions of Public Law 98-369. There will be no further solicitation. Proposals should be submitted as early as possible but within 45 days of publication in the CBD, as awards will be made subject to availability of limited funds. Proposals received may be considered for award, however will not exceed a period of two (2) years from the date of this announcement.
