develop a source list for a Request for Quotation (RFQ) which we
anticipate will be issued in mid 1995 for a Sandia National
Laboratories (SNL) procurement. SNL is one of the nation's largest and
most diverse research and development laboratories. Sandia
Corporation, a wholly owned subsidiary of Lockheed Martin Corporation,
manages and operates SNL for the United States Department of Energy.
Sandia's mission is to provide scientific and engineering solutions to
meet national needs in nuclear weapons and related defense systems,
energy security, and environmental integrity, and to address emerging
national challenges for both government and industry. Sandia is also
developing a manufacturing role as it assumes increasing production
responsibilities for non-nuclear components. Sandia is interested in
looking at alternatives to provide electronic workflow functionality
within a client/server distributed computing environment. Desired
electronic workflow functionality includes: transaction routing,
transaction approval/disapproval/delegation of approval, notification/
confirmation of required actions, transaction tracking, version
control, audit, and reporting; user autehntication and authorization
through a single user logon provided by Kerberos-based security
routines, or integrated with locally-installed Kerberos-based security
facility; scaleability to a large client base; and TCP/IP network
compliance. We are interested in modern, integrated,
application-independent, turn-key workflow products that interface with
our business applications in areas such as: Manufacturing; Acquisition
& Materials Management; Financial; Program/Project Management; Human
Resources; Payroll; Facilities; Logistics, including Property
Management; and Environmental Safety & Health (ES&H). Sandia's business
processes operate under the general constraints imposed on federal
contractors through flow-down requirements of the Federal Acquisition
Regulations, Cost Accounting Standards, OMB regulations, and other
requirements. The following is a summary of the Sandia Information
Architecture that is being put into place. The environment under which
the desired workflow solution would operate is Open environment
client/server. It is a 3-tiered (presentation, function, and data
layers) implementation; Multiple, open systems desktop environments,
Windows, Mac and Unix, integrated with Mosaic viewers and personal
productivity tools (word processor, spreadsheets, graphics packages);
Integrated with e-mail; Integration with and support for electronic
commerce: EDI, electronic forms, and workflow; Integrated relational
data base and data warehouse with fully documented data base schema;
Application development tool set; Transaction processor plus batch
facility; and Support for configuration management and automated
software distribution. Interested suppliers of workflow software who
can address our workflow needs within the architecture discussed above
are invited to furnish five (5) copies of a written response to this
notice to Sandia within thirty (30) calendar days from the date of this
CBD notice. The response should include a description of the supplier's
ability to meet the needs discussed above as well as providing
information on: Assistance in contacting and visiting clients with
business needs similar to Sandia'a who have implemented the supplier's
workflow software; Typical timelines and resources needed for
implementation; integration/implementation strategies; Training,
support; Security issues; Operating considerations (also internal
people resources needed); Options for tailoring the workflow
application and impact on maintainability; and, Integration with other
vendors' application software. Supplementary information that the
supplier may wish to provide could include user documentation, price
lists, installation manuals, periodical articles, and other product
evaluations. Any information furnished should NOT be company sensitive
