Pursuant to the requirements of Federal Acquisition Regulation 6.302-1
the U. S. Department of Energy, Pittsburgh Energy Technology Center
intends to conduct sole source negotiations with ASPEN Technology, Inc.
of Cambridge, Massachusetts. The ASPEN PLUS simulator (including
ModelManager) is essential to establish and maintain research and
development activities at the Pittsburgh Energy Technology Center's
Liquid Fuels Division. Coal liquefaction models currently being
developed under DOE/PETC Contract No. DE-AC22-94PC94053 can only be
executed using the ASPEN PLUS simulator. The Liquid Fuels Division at
the PETC requires process simulation capabilities in order to provide
support and guidance to management of various program elements with
respect to process design, economic evaluation, and research guidance.
In order to conduct technical and economic feasibility assessments for
processes and technologies within these programmatic areas, a process
simlulator that is able to perform heat and material balances using an
equation of state phase behavior package for a variety of unit
operations is required. The contractor shall install the executable
codes and source codes (if applicable) for the simulator onto PETC
personal computers. The Contractor shall provide yearly updates of
computer software and software technical maintenance required for
