Cynthia Z. Springer, 304/480-6465 The Bureau of the Public Debt plans
to acquire a Data Dictionary/Repository tool to aid in its Data
Administration efforts as well as maintenance and training for a
systems life through September 30, 1998. The Dictionary shall be
capable of operating on an AMDAHL 5990 mainframe computer, Models 700
and 1400, and will be used to automate the documentation of the large
volume of metadata associated with Public Debt's automated systems. The
software shall be compatible with PC based software component(s); with
386-based through 586-based PC's with Intel/compatible processors
operating in Microsoft Windows 3.1 (and above) environment; software
installed on Public Debt's mainframe computer shall be compatible with
AMDAHL 5990 Model 700 through Model 1400 utilizing MVS/ESA, VTAM,
JES2, and CA-ACF2, IBM's IMS/DC, CICS, and TSO; mainframe component(s)
shall be compatible with DBMS tools including: IMS DB/DC (version
3/Release 1 and above), and IBM's DB2 (version 3.1 and above);
Mainframe component(s) shall be compatible with Legent Corporation's
ENDEVOR/MVS; and mainframe component(s) shall be compatible with PDS
and PANVALET data sets. Software shall be compatible with mainframe
resources protected with CA-ACF2. Software shall enable the granting of
view and update authority to metadata, either through implementing
CA-ACF2 rules or through internal controls. The proposed solution shall
be consistent for information termed as Unclassified-Sensitive Data due
to the Privacy Act Data present. The security requirements are in
compliance with all known Treasury Directives. Software shall be
C2-compliant as established by the National Security Agency (NSA) or
the National Institute for Standards and Technology (NIST), and shall
not compromise the C2 rating of the underlying network operating
system. Software shall provide audit trails for managing access
controls and other security requirements. Software must provide fault
tolerant restart capabilities and incremental backup or logging
capabilities. Software shall support a comprehensive and easily
extensible meta model. Entity Relationship model architecture shall be
supported. Software shall provide extensible online graphical user
interface capable of displaying and updating all entities, attributes,
relationship types and object definitions. Software shall provide
change control capabilities. Software shall enable the synchronization
and integration of models. Software shall support client/server
architecture and distributed objects. Software shall support Public
Debt's System Development Methodology and enable the automated
migration of entities between development, testing and production
environments. Software shall provide domain checking, range checking,
and naming standards validation. Software shall incorporate a help
facility into its end-user interface. The help facility shall provide
descriptions of all system and user defined resources and objects.
Software shall provide a reporting facility which allows users to
select from pre-developed reports and to develop and store detailed
customized report definitions utilizing all stored entity and
relationship types. Reporting capabilities must include full dictionary
detail reporting, catalog detail reporting, dictionary/catalog
comparison reporting, table/element cross reference reporting,
logical/physical element reference reporting and import reporting.
Software shall provide capability to perform user defined impact
analyses and allow the user to control the entity and relationship
types and the number of occurrences to be included in the report.
Software shall track multiple aliases and provide reporting capability
by location. Software shall be capable of importing and exporting
metadata directly from IBM's OS/VS DB/DC IMS Data Dictionary. Software
shall be capable of importing and exporting source code from PC based
CASE tools, DBMS's and languages including Power Soft's Power Builder
Enterprise. Software shall be capable of importing and exporting COBOL
source code from PANVALET, PDS data sets and ENDEVOR/MVS. Software
shall be able to import and export DB2 DDL, DML and security
authorization syntax. Shall be able to scan catalogs and copy
libraries. Software shall be able to import and generate IMS/DB and
IMS/DC definitions including Stage 1 System Definitions, DBD's, PSB's,
and COBOL segment copy library members. Software shall also integrate
IMS and DB2 components and be capable of performing impact analysis
across IMS and DB2 objects. Software shall be able to support a minimum
of 15 concurrent users. Software shall manage space allocation and
growth including resources (users, disk space, etc.). The RFP will
result in a single contract award for a systems life of five years. The
RFP will be issued on 3 1/2 inch diskette with files in WordPerfect 5.1
and Lotus 1-2-3 format. The RFP will be provided in hard copy for those
firms specifically requesting that format. Telephonic requests will not
