ext 462. The following Request for Information is a follow-up to the
Sources Sought announcements for the C-141 Aircrew Training System
previously published on 28 Oct 1994, and updated on 10 and 13 Mar 95.
Additional Industry comment is invited on solicitation F33657-95-R-0048
as regards the planned upgrading of the C-141 aircrew training system
with the All Weather Landing System (AWLS) modification. To date, the
government has placed all available technical data in the data library
at Altus AFB, and the ASC electronic Bulletin Board. The government
invites industry's candid assessment of the realism of the draft
solicitation's requirements regarding the All Weather Landing System
modification. Specifically, a) Is the technical data package currently
provided by the government sufficient for industry to determine the
full scope of aircraft program and assess the total impact to the C-141
ATS? If, not, what further data is needed to mitigate risk in pricing?
b) Does the lack of aircraft procedures regulations for AWLS modified
aircraft at this time adversely impact industry's ability to gauge the
scope of this courseware change effort and thereby its ability to
develop a realistic, credible firm-fixed-price cost estimate? c) Is the
1 Feb 97 delivery date for completion of the entire AWLS line item for
Memphis International Airport realistic given the scope of the systems
changes effected by the AWLS modifications? d) If the schedule is
deemed unrealistic for accomplishing the entire line item, what type of
training could be in place on 1 Feb 97, and would it be sufficient to
permit aircrews to safely operate an AWLS modified aircraft? e) What
would be a realistic schedule be for final delivery of a AWLS modified
weapons system trainer? f) What is industry's informal assessment of
the number of software lines of code that the AWLS modification might
require to be created or modified? g) Given the draft request for
proposal's page limitations, the government solicits industry input on
alternate ways industry can demonstrate to the government that use of
commercial standards (that are not approved ISO-9000 standards) will
ensure development/delivery of quality products/services that
application of Military Specifications/Standards were designed to
ensure, without resorting to the lengthy comparisons suggested by the
draft RFP's current Section L requirements. h) The Air Force invites
comment on the draft RFP's language regarding requirements for an
Integrated Master Plan. Does the draft RFP clearly communicate/describe
this tasking, or is additional information required in order for
industry to respond? Individual responses to this RFI will be
considered proprietary and not releasable outside the Government. The
government may revise its acquisition strategy and solicitation based
on industry responses. Responses to this request for information are
due fourteen calendars from the date of publication. They should be
submitted to Robert M. Nolin, Training Systems Product Group

45433-7111. An Ombudsman has been appointed to hear concerns from
offerors and potential offerors during the proposal development phase
of this acquisition. The purpose of the Ombudsman is not to diminish
the authority of the program director or Contracting Officer, but to
communicate Contractor concerns, issues, disagreements, and
recommendations to the appropriate Government personnel. When
requested, the Ombudsman will maintain strict confidentiality as to the
source of the concern. The Ombudsman does not participate in the
evaluation of proposals or in the source selection process. Potential
