267-9466 The Federal Aviation Administration (FAA) intends to increase
the maximum quantity for CLIN 2003 under contract DTFA01-94-D-03012.
CLIN 2003 provides Maintence Data Terminal Software for the Down-Scoped
Radio Control Equipment (DSRCE) provided under contract
DTFA01-94-D-03012. The FAA intends to increase the maximum qunatity for
CLIN 2003 from 500 to 1,100 units. A determination to use other than
full and open competition will be made in accordance with FAR 6.302-1
which provides for contracting on a sole source basis in situations
where only one source is capable and/or qualified to provide the
supplies. Due to the fact that Communications Systems Technology, Inc.
(CSTI) is currently providing the DSRCE and has independently designed
and developed the related CSTI Maintenance Data Terminal Software, they
are the only known firm which can provide the required equipment. See
