The Health Care Financing Administration (HCFA) is seeking to contract with a qualified small business firm under Standard Industrial Classification (SIC) Code 8721 to provide actuarial services. As part of the administration of the Medicare and Medicaid programs, HCFA receives numerous requests from OMB, Congress and other officials for actuarial and economic technical analyses and cost estimates. The contractor will furnish the necessary personnel, materials, services, facilities for or incident to the performance of a series of separate and distinct tasks relating to the actuarial estimates and valuation of the programs. Such tasks may include the preparation of cost/savings estimates for legislative or budget proposals, administrative initiatives and workload estimates. The subject will include provisions of reconciliation acts, the prospective payment system, physician payment reform, Medicaid reforms, long term care, Medicare Secondary Payor, specific analysis on the Trustees' Reports and workload estimates for carriers and intermediaries. Requests for the RFP must be in writing and must be received by the above office within 15 days of this notice. No telephone requests will be honored.
