Richard Banks, 303/969-6514. The Federal Wildland Firefighting Agency
Management which includes the USDA Forest Service, USDI agencies
including Bureau of Indian Affairs, Bureau of Land Management, National
Park Service, and Fish and Wildlife Service has a requirement to (1)
create a passion for safe firefighting practices, (2) strengthen
accountability among agency leaders, fire managers, and firefighters,
and (3) develop/enhance individual leadership and responsibility at all
organizational levels so that adherence to safety standards permeates
every fiber of strategy, tactics, and basic fire operations. Such
support shall include considering psychological and sociological
processes of people within the wildland firefighting community, making
good decisions under risky, stressful conditions, improving thinking,
leadership, and crew interactions, and determining actions which will
promote stress-resistant organizational characteristics. The
Government anticipates the award of a cost plus fixed fee type of
contract, with the issuance of individual tasks. Work will be divided
into four phases. Phase I estimated performance of 6 months will be
included as part of the award. The remaining three phases are included
as optional schedules with an additional total performance of eighteen
months. This is an unrestricted procurement. The solicitation documents
should be available on or about May 8, 1994. Written requests only. The
