Intent to Negotiate on an Other Than Full and Open Competition basis
with Elwyn E. Roberts Isolators Limited, Trading As A C & E Isolation
Systems, Ellerton House, Wistanswick, Nr. Market Drayton, Shropshire
TF9 2BD, England, to furnish one (1) each Pathoflex CM-IP Laboratory
Isolator with microscope pocket, supply and sample ports, single sided
glove sleeves, mounted on a trolley as a stand alone unit, 120v 60HZ,
Cat. #123-10-119, with accessories. Justification: Only one (1)
responsible source available for required equipment and no other
supplies and services will satisfy agency requirements. These items
will be utilized to augment rapid diagnosis for patient
care,monitoring, treatment, and transport under high containment
conditions (under a portable negative pressure high efficiency
particulate air filter environment). The Pathoflex Isolator with
accessories shall be certified safe for flight by the U.S. Air Force
for use on the C-130, C-141, and C-9, upon delivery. The isolator shall
be capable of maintaining a negative pressure of 2-4 mm water gauge
below atmospheric. The laboratory isolator shall be a maximum length of
2.5 meters; a maximum width of 1.1 meters; and a maximum height of 2.1
meters with a worktop height of 0.9 meters. The frame shall be welded
metal lower framework with aluminum upper frame. The laboratory
isolator envelope (Cat. #123-01-046) shall be constructed of a
transparent polyvinyl chloride (PVC) which shall be suspended from the
upper horizontal framework. The envelope shall have a minimum of four
gloved (removable) sleeves, a sample port, a supply port, and an area
constructed to place a microscope. The laboratory isolator shall
contain two (2) inlet microbiological filters in parallel, and two (2)
outlet microbiological filters. The filter type shall be High
Efficiency Particulate Air Filters (HEPA) 0.3 micron efficiency in a
stainless steel case. The isolator shall contain one (1) roughing
filter for each inlet HEPA filter, alarms for low voltage
(audible/visible, Cat. #123-01-061), on/off switch, storage capability
on the outside of the frame, sleeve ring assembly to allow replacement
of gloves, supply port bags, and exit port covers. The isolator shall
be constructed to withstand chemical decontamination. Delivery of the
laboratory isolator with accessories to the Transportation Officer,
Supply and Services Division, Fort Detrick, Frederick, MD 21702-5011,
within 120 calendar days after date of contract. No telephone requests.
