Woods, 301/443-0043 The Center for Mental Health Services is soliciting
proposals on a competitive basis from qualified small business
organizations to award a 36 month, cost-reimbursement, level of effort
type contract, with 2 twelve (12) month options, to develop and
implement a national knowledge exchange network for the Center for
Mental Health Services. The Center's mission is to bring new hope to
those who live with a serious mental or emotional disorder by leading
Federal efforts to treat mental illness, promote mental health and
prevent the development or worsening of mental illness when possible.
The Center is a component of the Substance Abuse and Mental Health
Services Administration. The Contractor shall be required to: 1)
develop and maintain a database and network to facilitate the
dissemination of information and the exchange of knowledge; 2) develop
a system to respond to telephone and written inquiries efficiently,
appropriately and accurately; 3) develop and disseminate resource
materials to the public and professionals in an effort to reduce stigma
and empower people to identify mental health problems, seek early and
appropriate treatment and rehabilitation services, and participate more
effectively in the changing health care delivery system; and 4) manage
a storage, inventory and distribution system for the assortment of
information that CMHS grantees produce regarding treatment and support
services for a broad range of constituencies. Estimated issuance date
of RFP CMHS-OCF-95-0013 is April 26, 1995 and responses are due to be
received in the Contracting Office 30 calendar days thereafter. The
solicitation may be obtained in either of two ways; electronically by
downloading a file from the SAMHSA Bulletin Board System (BBS) at 1
(800) 424-2294 or by mail. To download from the BBS, you should set
your communications program at 8 data bits, 1 stop bit, and parity at
none (8-1-none). SAMHSA's modems will communcate at 1200 to 9600 BPS
and can negotiate with higher speed modems. If your modem is slower
than 1200 BPS, you wil not be able to use this BBS. Our software can
use several common transfer protocols, We recommend Zmodem if it is
available in your communications program; however any of those listed
on the BBS should prove satisfactory. Large files will be posted as
self extracting compressed files to save time during the transfer.
Hardware compression features in the modems will be relied upon to
provide compresion for smaller files. Upon reading the file
electronically downloaded you should determine if you have a continuing
interest in the RFP. If so, you must either write the individual
identified below that you wish copies of amendments to the RFP (if any)
sent to you by mail or check the BBS regularly for amendments which
will also be posted there and can be downloaded electronically. You may
choose either method for obtaining amendments. Note, however, that if
you rely on the BBS for obtaining amendments, at this time we have no
way to assure, and will therefore assume no responsibility for
assuring, you have downloaded these amendments. Requests for copies of
the RFP to be mailed must be made in writing and will be honered if
received within twenty calendar days after issuance of the
solicitation. Requests received after this period will be filled on a
first-come, first-served basis until the supply is exhausted; however,
there is no assurance that copies requested after the twentieth day
will reach the requestor before the due date for receipt of responses.

Rockville, Maryland 20857. Telephone requests will not be honored.
Note: Proposed acquisition is a 100 percent set-aside for small
business concerns whose average annual receipts of the concern and its
affiliates for its preceding three fiscal years must not exceed
