OPERATIONS FACILITY, HICKAM AIR FORCE BASE, HAWAII Sol

735-0315. Architect-Engineer Services. The Hawaii Air National Guard
located at Hickam Air Force Base, Hawaii wishes to select an A/E for a
fixed price contract for Architectural/Engineering services required
for preparation of parametric estimating and programming, plans and
specifications and cost estimates suitable for bidding and construction
to ALTER SQUADRON OPERATIONS FACILITY. This project encompasses 45,200
square feet of two-story concrete masonry unit construction on
existing concrete floors inside existing historic hangars on Hickam Air
Force Base. The project will be designed in two packages, the first
being the Chief of Maintenance Complex and the second being the Alter
Squadron Operations Facility. The Chief of Maintenance Complex consists
of office spaces for Maintenance Supervision, Administration and
quality assurance as well as briefing/meeting rooms for Training and
Mass Briefings. The Squadron Operations Facility will contain offices,
conference rooms, work spaces and miscellaneous spaces as required.
Fire Protection Systems for both projects will be required to meet
ANG/USAF/OSHA standards. The project will not include vehicle parking,
exterior walkways or landscaping. Special construction features
include air conditioning/ventilation system with outside exhaust and
consideration for solar hot water, if possible. Selection will be based
on the following criteria which are numbered in order of importance.
(1) Recent specialized experience of the firm and proposed consultants
in the design of structures of a similar size and scope (INCLUDE
GOVERNMENT & PRIVATE EXPERIENCE). List experience with similar projects
successfully designed in the last five years; (2) Professional
qualifications of the staff (in-house and consultant(s)), with respect
to overall makeup of the design. The experience and roles of key
design personnel, specifically on related projects addressed in
criteria element one; (3) Ability of the firm to accomplish the
contemplated work within a minimum reasonable time limit; as
demonstrated by the impact of this workload of the firm's permanent
staff, projected workload during the anticipated design period, the
firm's history of successfully completing projects in compliance with
performance schedules and providing timely construction support.
Provide specific experience and relate timeframes to accomplishment of
similar design efforts. If consultants are involved address history of
working relationship; (4) Past performance (with emphasis on similar
efforts sighted in criteria element one and two) with government
agencies and/or private industry. Demonstrated long term government or
private business relationships, repeat business on related efforts and
construction support. Proven quality control of design documents.
Performance on cost control in terms of budget control throughout the
design effort as well as bid results. History of design related change
orders (extra during construction). Knowledge of bid climate and
related impact factors; (5) Knowledge of the locality, including
appropriate selection of construction materials and methods; (6) Volume
of work previously awarded by the Department of Defense (DOD) to the
firm in the last 12 months, with the object of affecting an equitable
distribution of Department of Defense architect-engineering contracts
among qualified architect-engineer firms, including small and small
disadvantaged business firms, and firms that have not had Department of
Defense contracts. Following options may be included: Construction
Contract Support Services. Following phases may be included: Interior
Design, Schematic Design, Design Development, Contract Documents,
Construction Administration. The estimated start date for the design of
this project is November 1995. The estimated completion date for
construction of the project is February 1999 with a distinct
possibility of November 1997. The estimated construction cost is
between $5,000,000 and $10,000,000. Those firms which meet the
requirements described in this announcement and wish to be considered,
must submit at Standard Form 255, Architect-Engineer Related Services
Questionnaire, and Standard Form 255, Architect-Engineer Related
Services for Specific Project, to the office shown above. A-E firms
utilized by the prime A-E must also submit completed Standard Forms 254
& 255. We need only one copy of all forms. Clearly show the office
location where work will be done and the location of other A-E firms
that will do the work and their location. Firms responding to this
announcement within 30 calendar days from publication will considered.
Firms must submit forms to the Purchasing & Contracting Division by
2:00 p.m. (HST) on the closing date. Should the due date fall on a
weekend or holiday, SF 254/255's will be due the first workday
thereafter. Telegraphic or facsimile SF 254's and 255's will not be
