The Naval Air Warfare Weapons Division (NAWCWPNS) China Lake, CA has a requirement for emissions testing and chemical analysis of U.S. Navy shipboard waste streams from a land based Norsk Hydro incinerator. Negotiations to be conducted with GMG Controls, Inc. under procedures for other than full and open competition. GMG is the only source known with the techincal expertise to coordinate this effort with Norsk Hydro and make all arrangements with a third party for in-country (Norwegian) sampling and analysis. GMG's role in this effort is critical for successful set up and operation of the emissions tests. GMG's understanding of Norwegian calibration and certification standards is essential in arranging for third party sampling and analysis. GMG will be responsible for the arrangement and use of the Norsk Hydro incinerator, supplying the specific waste streams, operating the incinerator and instrumentation, and arranging for in-country (Norway) third party emission measurement including all sampling and analysis. Emissions are to be measured when burning the following types of materials: Rags soaked in fuel, oils, and paint; wood; food waste; cardboard and paper; plastics and solvents.
