to be made in accordance with DFARS Subpart 235.70, Research and
Development Streamlined Contracting Procedures. Offerors are advised
that a conventional solicitation will NOT be issued, but that the
solicitation will appear in a subsequent edition of the Commerce
Business Daily (CBD). The Defense Nuclear Agency (DNA) is seeking to
issue a cost plus fixed fee contract to develop and deliver version 3.0
of the Munitions Effects Assessment (MEA) weaponeering tool. This
version will extend the capability of the MEA 2.0 software to
accomplish the following: aid in the development of force application
recommendations against high valued C3; storage and weapons of mass
destruction (WMD) and/or nuclear; biological and chemical (NBC) related
facilities, and aid in the evaluation of the effectiveness of
conventional and evolving unconventional weapons strikes on the
facilities above. The period of performance will be thirty (30) months.
This procurement is a 100% Small Business Set-Aside. See Note 1. All
contractor personnel will require a DoD security clearance of SECRET.
Offerors must provide address information to the contract negotiator in
order to be included on the mailing list in case any supplemental
package and/or amendments are issued to the solicitation which will
appear in a subsequent edition of the Commerce Business Daily (CBD).
