The Annapolis Detachment, Carderock Division, Naval Surface Warfare Center intends to solicit proposals on a full and open competitive basis for a Firm Fixed Price contract to purchase an industrial WICS, with water controls, for injecting water into the combustor of an LM 2500 gas turbine engine at a sufficient flow rate and pressure to reduce NOx emission to acceptable levels proposed by the regulatory agencies, in compliance with Navy directives. A sample of those requirements are: General Design Requirements-The contractor shall provide a complete WICS for reducing NOx emissions in one (1) LM2500 gas turbine engine. The NOx emissions measured in the exhaust stack prior to the addition of module cooling shall be reduced below 41 ppm (corrected to 15% 0 2). ..... Operational Requiredments-size: The WICS shall be designed to be installed aboard a DDG-51 class ship. The system may be modular to facilitate installation. The WICS is to be tested at a land-based test site. The overall volume and weight of the shipboard system shall not exceed (for a one engine system): (1) Volume: 200 feet, (2) Weight: 4,000 lbs. Delivery is to be compatible with the program milestone date of 31 December 1995 (or 140 days after date of contract award). Technical manuals describing the WICS opeation, maintenance, installation, troubleshooting, and repairs are required along with programming instructions, control algorithms and biases, and electronic schematics for the water controls. Numerous other requirements are as stated in the Statement of Work Annapolis site. Evaluation and award to be made based on the lowest price, technically acceptable proposal.
