Operate, maintain, and protect Defense Fuel Support Point (DFSP). The DFSP is a bulk petroleum storage and distribution system (Arraijan Tank Farm) and marine terminal complex (Rodman) located on the west bank and south entrance to the Panama Canal. The Arraijan tank farm has 32 cut and cover bulk storage tanks, two pump stations, day tanks, a two product tank truck loading facility, maintenance shops, an administration building, flammable storage shelters, and numerous valve boxes and manifold structures located in a perimeter fenced in area of approximately 400 acres. Rodman has two pump stations, day tanks, two fueling piers, two cut and cover bulk storage tanks, three underground slop oil storage tanks and the fueling testing laboratory that supports all Department of Defense agencies assigned to the Southern Command's operating theater. The fuel testing laboratory is located in pump station 15-16 on Rodman. The contractor shall staff, operate, repair, maintain, and protect the bulk fuel handling facilities and equipment including real property that form the DFSPO Rodman at US Naval Station Panama Canal.
