The government intends to negotiate on a sole source basis with Celtech Corporation to build and test an adapter kit to physically and functionally adapt the A/M 37T20B test cell to the F404-GE-F1D2 engine. Anticipated performance period for completion of this project is 120 days. This procurement is authorized under 10 USC 2304(C)(1). Celtech Corp is the original manufacturer, designer, and developer of the test cell to be modified. However, all responsible contractors may respond with a detailed explanation of their qualifications and capabilities which will be considered solely for the purpose of determining whether to conduct a competitive procurement.
