J -- GENERAL RESEARCH SUPPORT OF STRUCTURAL, AERODYNAMIC AND MODAL TEST FACILITIES Sol Synopsis No. 5-363. POC Randy L. The Department of Energy (DOE), through the National Renewable Energy Laboratory (NREL), anticipates issuing a solicitation for a research support services contractor for the Nation Wind Technology Center near Boulder, Colorado. The task include, but are not limited to, general research support of structural, aerodynamic and modal test facilities. Including modifications, instrumentation and data collection as well as installation and general fabrication (welding and related metal working) of horizontal axis (HAWT) and vertical axis (VAWT) wind turbines and meteorological towers. The contractor shall have, or be able to obtain, the following qualifications: documented experience in wind turbine installation, retrofits, refurbishments and routine maintenance, including construction of foundations, erection of towers, installation of guy wires, nacelle, rotor, blades and related hardware; provide and be knowledgeable of general labor/manpower needs related to O&M of wind turbines; qualified licensed electricians; capability to transport full scale wind turbine components from fatigue test stands located at the NWTC; familiarity with the use of metal and wood shop equipment; training and licensing as required by the federal, state or local laws in the operation and use of equipment to be used in the operation and maintenance of wind turbines. The proposed period of performance is 12 months with two twelve (12) month options.
