Defense Supply Service-Washington, on behalf of the US Army Concepts
and Analysis Agency, intends to acquire FIPs services from Noetics,
Inc. for the expansion of advanced functionality of the Global
Deployment Analysis System (GDAS), a high resolution model for the
simulation of strategic and intra-theater deployments. The system
provides realism, flexibility, and suitability for many kinds of
studies. When fully developed, the model will be able to simulate large
and small scale contingencies and simulate unit and supply movements.
This procurement will replace the current DOS-based relational database
(Paradox 4.5) with a Windows-based relational database that will be
integrated within the agency's standardized Windows PC environment. To
enure more accuracy, the system will be modified to generate resupply
demands as units actually arrive into the theater and consume
accompanying and pre-positioned supplies. Intra-theater vehicle lift
assets and facility resources can vary significantly during the
deployment process so the model must be able to generate additional
vehicle resources based on cargo arrivals. The model must be modified
to provide more realistic results based on criteria established by the
agency. The model will also require the incorporation of world map
graphics and the implementation of UNIX-based PC's for model runs that
require excessive run times. New heuristics will be developed and
implemented that will simultaneously reduce run time and maintain
current efficient scheduling performance. The contractor will provide
training for new analysts on the operation of the GDAS model. The
contractor must provide documentation that must be maintained
regularly. This effort has unique characteristics that were achieved on
the basis of five years of design, prototyping, implementation and
testing. Prospective offerors must have the knowledge base and the
level of expertise required to provide these services. This is a
notification of intent to procure on a sole source basis. No
solicitation document exists. Requests for same will be considered
non-responsive. Any firm wishing to be considered must respond within
45 days of this advertisement providing clear and convincing
documentation that translates to the Government that it would be to the
Government's advantage that they be considered. Any responses to this
notice must be in writing and must include a name and telephone number
of a point of contact. No telephonic or facsimile inquiries will be
accepted or considered. All responses must be received by Defense
Supply Service-Washington and must respond to all requirements. If no
affirmative response is received to the effect that a comparable source
is available, the services will be acquired from Noetics, Inc. If a
response is received that meets the Government's requirements, and
analysis of both the technical and pricing documentation indicate that
a competitive acquisition would be more advantageous to the
