Contract Specialist, (703) 602-7517. The Navy is in the process of
assessing alternative concepts for providing Mobile (or Maritime)
Offshore Bases (MOBs) in the future. It is envisioned that these bases
could accommodate large amounts of prepositioned and sustainment
material, possibly accommodate airlift aircraft, and or STOL aircraft,
and provide logistic and maintenance support for Army and Navy assets.
The alternative concepts under consideration include structures as long
as 3,000 to 4,000 feet. This assessment has identified a number of
technical areas which the Navy feels would need further development
before proceeding to construct complete MOB systems. These include
hydrodynamic loads, structural design, cargo handling and transfer to
ships along side, survivability and position keeping or mooring. The
purpose of this notice is to seek interested shipyards and Naval
Architect or Marine Engineering firms to participate in informal
discussions with the Navy to assist in refining MOB concepts to
increase producibility/commerciality and reduce cost. Once responses
are received, it is the Navy's intention to pursue the most technically
promising alternatives. The Navy's goal is to contract for concept and
feasibility studies where it believes it is warranted. Interested
parties are requested to submit a point of contact along with the firm
name, address and phone number within 45 days of this announcement.
