Company (WSRC), management and operating contractor for the U.S.
Department of Energy (DOE) at the Savannah River Site (SRS) near Aiken,
South Carolina, is seeking a partner under a Cooperative Research and
Development Agreement (CRADA) arrangemet for collaborative development
of software involving application and integration of the FIPS-186
Digital Signature Standard into business applications packages. The
goal of the resulting CRADA project is to produce a product or
integration module that will provide the ability to replace current
hard-copy approval signatures with an auditable, secure, electronic
method that positively identifies the originator of the approval and
prevents inadvertent or intentional alteration of the approval and
affiliated information after signature. The software product will
provide a modular, broadly applicable, electronic authorization
mechanism for use in a diversified government-based unclassified
computing environment. Applications areas include LAN-based forms
management and routing, terminal-based time and attendance reporting,
LAN-based procedure review and approval, review and approval of
documents and records and travel expense reporting. It is anticipated
that intellectual property rights will provide that the co-developed
subject CRADA inventions/software will be co-owned. WSRC/DOE-SRS will
receive a royalty-free license to any background intellectual property
owned or controlled by the partipant, the infringement of which cannot
reasonably be avoided upon the practice of any intellectual property
developed under the CRADA. Organizations wishing to pursue an
opportunity to participate in this CRADA should submit an expression of
interest by April 28, 1995, to the WSRC Business Development Department
(ATTN: Vid Dekshenieks), Savannah River Site, Building 773-41A, Aiken,
29808 (telephone (803) 725-5289). For the purposes of evaluation,
respondents should include a brief proposal that includes a point of
contact, current corporate involvement in FIPS-186 development efforts,
and anticipated levels of effort and resources of both the respondent
