Technical P.O.C. ANNOUNCMENT OF OPPORTUNITY FOR FLIGHT EXPERIMENTS FOR
THE IN-SPACE TECHNOLOGY EXPERIMENTS PROGRAM (IN-STEP). The National
Aeronautics and Space Administration (NASA) Office of Space Access and
Technology (OSAT) intends to continue, under Announcement of
Opportunity (AO) No: W-OAST-1-92, released November 16, 1992,
''down-select'' from these participants and make awards for Phase B
exploration of design concepts, preliminary design reviews (PDRs)
efforts for flight experiments which will be used as a continuous
''down-selection'' process that will then lead to the subsequent Phase
C/D solicitation and award of flight experiments. Solicitations for
this Phase B is opened to those U.S. Organizations which have
successfully completed Phase A, under NASA AO No: W-OAST-1-92, or to
those which can otherwise demonstrate that they satisfy the
requirements of AO no: W-OAST-1-92 for an equivalent mature development
of flight experiments. This Phase B will validate and verify advanced
space technology PDRs in one or more of the following areas: (1)
sensors and sensor cooling; (2) vibration isolation; (3) space
materials, coatings and environmental effects; (4) space communcations;
(5) in-space construction and maintenance; (6) cryogenic fluids; and
(7) space power. This AO is opened to U.S. industries, U.S.
universities, NASA Centers, and other U.S. institutions; and presents
an additional opportunity for U.S. university students submitting
proposals for a separate class of low-cost IN-STEP Student Experiments.
The inclusion of the student investigators will augment, and not
eliminate, or exclude, the participation of other offerors from the
objectives of this AO. Proposed space technology flight experiments are
expected to be conducted using the Space Shuttle, expendable launch
vehicles (ELVs), sub-orbital sounding rockets, or piggyback options on
other space plateforms. This AO will result in approximately 20 Phase
B awards. This is a phased-type procurement. For those who can
otherwise demonstrate that they satisfy the requirements of AO No:
W-OAST-1-92 for an equivalent mature development of flight experiments,
you have forty-five (45) calendar days from the date of this
announcement to submit a proposal for consideration to this Phase B
