134. Request for Information (RFI). The Aeronautical Systems Center's
Weapons, Air Base and Range Systems, Product Support Office at Eglin
AFB FL requests information on decoy concepts for fighter and
helicopter aircraft and ground support equipment such as trucks and
vans. Should your company which to respond, one estimate in each
category is all that is necessary. Category: Airplanes(fighters), Type:
AV-8B, AV-6B or F-18, Category: Helicopters, Type: AH-1, CH-46, CH-53,
UH-1N, Category: Missiles, Type: Hawk Site, Category: Vehicles, Type:
HMMWV (Hummer),M149 (Fuel Truck), M817(5t Truck), Category: Equipment,
Type: Bull Dozer, Scraper or Road Grader, Category: Artillery, Type:
M105 (Howitzer), M1A1 (Tank), Category: Shelter, Type: Military tents
(various), Category: Personnel, Type: Individuals, Category: Storage,
Type: Barrels, others. Decoys of interest to the USAF must meet at a
minimum the following preliminary criteria: (1) Erectable in under 30
minutes, relocatable in 15 minutes by 2 personnel with orientation
training only (2) Have a high degree of visual fidelity with ether
active or passive thermal and RF capability (3) be transportable on the
463L loading pallet (4) can withstand 25 mph winds, (30 mph gusts) (5)
be able to operate in environmental conditions such as low
temperature, rain and light snow (6) be storable in a container in an
out of doors environment without any weathering to the decoy (7) be
made of materials resistant to mildew, UV light, oils, and petroleum
products commonly available on an aircraft flight line (8) and be
supportable at the unit level. If power is required, it must be 110
volt, 60 Hz with backup for 220 volt, 50 Hz power. This RFI is for
planning purposes only and shall not be construed as a request for
proposal or as an obligation on the part of the government to acquire
any follow-on acquisitions. The Government does not intend to award a
contract on the basis of this RFI or otherwise pay for the information
solicited. No entitlement to payment of direct or indirect cost or
charges by the Government will arise as a result of submission of
responses to this RFI and Government use of such information. The
Government reserves the right to reject, in whole or in part, any
industry input as a result of this RFI. This RFI does not constitute
the solicitation of proposals, authority to enter into negotiations to
award a contract, for the contemplated effort has been received and
funds not as yet authorized or appropriated. The information you
provide may be utilized by the Unite States Air Force in developing its
acquisition approach and its Statement of Work. The amalgamated results
of the program may be released to industry as a SOW at the RFP stage,
therefore, it is highly desirable that data be received with unlimited
rights to the Government. However, we recognize that proprietary data
may be a part of this effort. If so, clearly mark such restricted or
proprietary data and present it as an addendum to the
non-restricted/non-proprietary information. Replies to this RFI should
