Service-Washington (DSS-W), on behalf of the Bureau of Naval Personnel
(BUPERS), requests information regarding the availability of a
24-hour-a-day Integrated Voice Response (IVR) service or system to
provide automated call routing, automated restricted database access
via the use of a Social Security Number (SSN) and date of birth as well
as ''real'' person access without too many routing layers. The service
or system must interface with an Integrated Service Digital Network
(ISDN) telephone system, existing Octel voice mail system, and
mainframe or LAN databases. The service or system must be compatible
with the AT&T 5ESS switching equipment being installed in the Pentagon,
with AT&T model 7500 and 8500 telephones, and domestic and
international ''1-800'' telephone numbers. The current BUPERS telephone
system consists of 2,340 voice lines, 506 data lines, and 33 ''1-800''
numbers for approximately 2,600 personnel. Future enhanced ''1-800''
capabilities are anticipated. The service or system must be able to
notify callers of their position in the answering queue, to transfer
callers, to direct calls based on the number dialed by the caller, to
capture a caller's SSN for multiple uses, to limit the number of IVR
transactions per call, to automatically create and maintain a call log,
to capture customer use levels and patterns for programmable
statistical data in report format, and to provide ''on-hold'' recorded
information or music that is easy to update (even from a remote
location). Interested sources are requested to send three (3) copies of

the date of the publication of this announcement in the CBD. Facsimile
and telephone responses cannot be accepted. This synopsis is for
information and planning purposes only, does not constitute an IFB or
RFP, and is not a commitment by the Government. No contract will be
awarded on the basis of the responses hereto. The Government will not
