C -- ENGINEERING AND TECHNICAL SERVICES The Missouri Department of Natural Resources (Department) is establishing a list of firms and joint ventures prequalified to provide engineering and technical services to the Department for activities at hazardous waste sites in Missouri. Firms/Joint ventures are invited to submit qualification statements which will be utilized for selecting contractors for work assignments to be issued during state fiscal year 1996. Remedial actions under this program are to be conducted by the Department under the authority of the Missouri Hazardous Waste Management Law (RSMo 260) and the Federal Comprehensive Environmental Response, Compensation and Liability Act of 1980 (P.L. 96510) as amended. This announcement is not a Request for Proposal (RFP). Interested firms/joint ventures must submit five copies of a completed standard federal form SF-255, and one copy of a completed standard federal form SF-254, to the above address for consideration. The firm/joint venture must assure they are licensed to conduct business and to practice engineering within the State of Missouri. Registration numbers and minority or small business status is to be included on the last page of the standard form. The total length are not qualification statement must not exceed 20 pages per form. Promotional materials are not allowed and will be discarded before the standard forms are considered. Firms which have been debarred or suspended by the federal government shall not be considered. A firm/joint venture selected for one phase of a project, could be awarded a contract for follow-up services. All forms must be received by May 8, 1995. Firms/joint ventures will be notified of their prequalification status by June 30, 1995. Inquiries related to the procurement process may be directed to Mr. Dan Walker at (314) 751-2480. Qualifications of firms will be judged according to the following criteria: (1) Experience of the firm with similar projects; (2) Qualifications/experience of key personnel in similar tasks; (3) Qualifications/experience of probable subcontractors including anticipated use of MBE/WBE firms; (4) Proximity of the firms location to the specific site. Professional services for which qualifications are requested generally consist of remedial investigations, feasibility studies, treatability studies, remedial designs and remedial action construction manaement activities at hazardous waste sites. Specific tasks normally associated with these response activities may include geotechnical and soil explorations; hydrological studies; cost and effectiveness evaluation of potential remedial alternatives; development of project plans including health and safety plans, sampling plans, and quality assurance/quality control plans; preparation of detailed remedial plans, specifications, and contract documents; construction management services; support for public relations activites and cost recovery actions; and other technical services related to the remediation of uncontrolled hazardous waste sites.
