solicitation was synopsized in the CBD on 13 March 1995. Contract award
will be made in accordance with DFARS Subpart 235.70, Research and
Development Streamlined Contracting Procedures. Also, see the Federal
Register of 18 October 1994 for information regarding the streamlined
process. A FORMAL WRITTEN REQUEST FOR PROPOSAL (RFP) WILL NOT BE
ISSUED. This solicitation does NOT include a supplemental package. In
case it may later be found necessary for the Contracting Officer to
issue an amendment, offerors must provide written address information
now to the contract negotiator, Daniel Bertuna at FAX (703) 325-9295.
Note: if your company has provided address information in response to
the synopsis, a second submission is NOT necessary. All of the
mandatory terms, clauses, and provisions in DFARS 235.7006, Research

235.70 apply. Deliverables will include the following: 1) Monthly
Progress/Financial Reports, 3 copies, due 1 month after contract (MAC)
award; 2) Draft Final Report, 6 copies due 13 MAC; 3) Final Report, 1
copy, due 15 MAC. A cost-plus-fixed-fee (CPFF) type contract is
contemplated. Period of performance is estimated to be 15 months
including the final report. This procurement is a 100% small business
set-aside. See Note 1. Technical/Management and Cost proposals must be
received by Headquarters, Defense Nuclear Agency, Attn: Daniel Bertuna
- AM2, 6801 Telegraph Road, Alexandria, Virginia 22310-3398 no later
than 1600 hours local time, on 2 May 1995. The original plus 3 copies
of the Technical/Management proposal and the original plus 2 copies of
the Cost proposal must be provided. The technical proposal is limited
to 100 pages, the cost proposal to 50 pages. Multiple awards are not
contemplated. All contractor personnel will require DoD security
clearances of SECRET. This contract will require access to classified
information, restricted data, and CNWDI. In performing the contract,
the contractor will receive and generate classified documents. The
DD254, Contract Security Classification Specification, will be included
in the contract. The Statement of Work (SOW) is as follows: 1.0 SCOPE-
This contract will produce three appendices to EM-1, Chapter 2,
Section 2. The first appendix will describe a methodology to construct
non-ideal dynamic pressure waveforms in the same way in which Chapter
2, Section 2, currently describes how to construct non-ideal static
pressure waveforms. The second appendix will incorporate the knowledge
acquired from analysis of the DIAMOND FORTUNE underground test (UGT)
data. The third appendix will contain non-ideal airblast algorithms for
both high and low pressure, similar to those contained in Defense
Nuclear Agency Technical Report DNA-TR-92-41. 1.1 BACKGROUND - This
contract will synthesize the pressure waveforms from several Nevada
Test Site explosions with non-ideal airblast and enable users to
construct non-ideal airblast waveforms as a function of ground range,
scaled height of blast (HOB) and elevation for desert surfaces. 2.0

appointment. 3.0 REQUIREMENTS- The contractor shall undertake the
following tasks: 3.1 Task 1- Non-Ideal Dynamic Pressure Waveform
Construction. The contractor shall write an appendix to EM-1, Chapter
2, Section 2, which shall describe a methodology to construct dynamic
pressure waveforms. This methodology shall be similar to the way in
which EM-1, Chapter 2, Section 2, currently utilizes Figures 211-49
through 211-56 (contained in the current chapter) to construct static
pressure waveforms. The basis for this methodology shall be the
airblast data from the desert lines of the following nuclear events:
MET, PRISCILLA, and HOOD. The variation of dynamic pressure with height
shall be based on the dusty precursed radial data from the MISTY
PICTURE high explosive test. This methodology shall provide a complete
description of the precursed airblast dynamic pressure environment
over desert surfaces at low pressures for events ranging in yields from
8 to 74 KT and scaled HOBs from 140 to 340 scaled feet. 3.2 Task 2-
Non-Ideal Airblast at High Overpressure. The contractor shall write a
second appendix to EM-1, Chapter 2, Section 2, which shall incorporate
the understanding of non-ideal airblast phenomena which DNA and its
contractors obtained from the DIAMOND FORTUNE UGT data analysis and the
DNA/Shock Physics Weapons Effects Division High Overpressure Program.
The appendix shall incorporate the state-of-the-art knowledge of
thermally precursed airblast including: fireball phenomena, thermal
radiation transmission, thermal blow-off of the ground surface, thermal
layer growth, blast wave modification and resulting precursed airblast
environments. The appendix shall incorporate the state-of-the-art
knowledge of decursed airblast including: x-ray blow-off phenomena, the
effects of high density layers above the ground and the resulting
decursed airblast environments. 3.3 Task 3- Analytic Approximations for
Non-Ideal Dynamic Pressure Waveforms. The contractor shall write a
third appendix to EM-1, Chapter 2, Section 2, which shall contain
analytic approximations for non-ideal airblast for both high and low
pressure. The contractor shall develop similar fits for low pressure
non-ideal airblast under this contract. The basis for the low
overpressure fits shall be the airblast data form the desert lines of
the following nuclear events: MET, PRISCILLA, and HOOD. The variation
of dynamic pressure with height for the low overpressure fits shall be
based on the dusty precursed radial data from the MISTY PICTURE high
explosive test. The low overpressure fits shall provide a complete
description of the precursed airblast dynamic pressure environment over
desert surfaces for events ranging in yields from 8 to 74 KT and scaled
