Experiment Station proposes to award a contract to Motion Analysis
Corporation, Santa Rosa, California, under the authority of 10 U.S.C.
2304(c)(1) for a High Resolution 3-Dimensional Video-Based Motion
Analysis System (EV HiRES 3D system). This system will be used to
capture the motion of objects in 3-dimensions and to assist in
documenting activities such as the 3-dimensional motion of model
vessels and floats in physical navigation models. The Contractor will
provide all of the following minimum requirements/features: (1) means
of motion data capture, (2) means of compressed data processing, (3)
means of viewing video picture under normal ambient lighting
conditions, (4) means of data analysis and results presentation, (5)
test subject shall not be connected to measuring apparatus or any other
device at any time, (6) markers to be of passive unimpeding type, so as
to not limit or hinder the movement of subject, (7) markers to be near
massless, chemically, thermally, and visually safe, (8) 3-D
coordinates of movement to be obtained automatically without
intervention of the operator, (9) 360-degree viewing perspective of 3-D
data, (10) interpolation algorithms for resolving gaps in trajectories
due to marker obscuration, (11) ability to edit x, y, z trajectories
in the time domain with the ability to join and exchange marker
trajectories, (12) full high resolution BW video image viewing from
both recorded and live video with image processing overlay capability,
(13) data acquisition to be independent of lighting conditions, with
identical accuracy for indoor and outdoor test applications, (14)
real-time video processing to include windowing, editing, and per pixel
masking capabilities, (15) automatic 3-D tracking of data, (16)
precision better than 0.03% (x,y,z), (16) accuracy better than 0.05%
(x,y,z), (17) import/export capability via ASCII files. This system
will be software compatible with the proprietary software used on the
existing 3-dimensional motion analysis system so data can be analyzed
on either, regardless of which system collected the information. Motion
Analysis is the only known source with the unique capabilities
necessary to provide the state-of-the-art equipment described herein,
and the only source who can provide compatible software and analysis
requisites, so data collected can be analyzed using either the current
system or the Hires 3-D System. Such compatibility is essential in
realizing efficiencies in the operation of previously mentioned
