of Health (NIH) is seeking development manager for renewal of the main
biomedical research facility on its campus in Bethesda, Maryland.The
primary clinic research facility of the National Institutes of Health
(''NIH''), known as the Clinical Center Complex, includes extensive
clinical areas, inpatient beds, research laboratory modules, vivarium
facilities, support services, and administrative offices.The major part
of the Complex is over 40 years old; its utility infrastructure systems
are at the end of their useful life and their capacity is inadequate
for present day biomedical research and healthcare demands.Furthermore,
there are significant functional deficiencies throughout the facility
due to over crowding that has been brought about by new thrusts in
research coupled with the proliferation of scientific, medical, and
electronic equipment for research and clinical work.The renewal of the
Clinical Center Complex involves the initial replacement of the
present clinical care units with a new 850,000 square foot clinical
research facility, which will contain 250 inpatient beds and associated
research laboratories.The estimated construction cost for the new
downsized hospital and its related laboratories facility is about $380
million.The Development Manager will be expected to provide on a fee
basis full development services for the renewal, including: (a)
formulation of the overall acquisition strategy for the renewal; (b)
development of financing alternatives for the project; (c) procurement
of planning, design, construction, and other services as necessary for
the project; and (d) provision of project management services
throughout the planning, design, construction, activation, and
occupancy phases of the renewal process.NIH does not see any merit for
a development manager in joint venturing with an
architectural/engineering firm, a construction management firm, or a
clinical research facility specialist at this time.NIH intends to
select design consultants and a construction manager in coordination
with the selected development manager.Parties interested in receiving
consideration for this project must have demonstrated experience in
providing full development services for projects of equivalent size,
complexity, and type of client with a high degree of customer
satisfaction.In addition, they must be experienced in interacting
positively with communities, as well as local, state, and Federal
governments.All parties interested in receiving the official Request
