Martin/Contracting Officer at (314)263-8028 r - The Defense Mapping Agency (DMA), is seeking potential sources for Mail Center Function at their St. Louis, Missouri complex. The mail center functions are comprised of receiving, processing and dispatching both inbound and outbound mail to/from the United States Postal Service (USPS) and small packaged freight (up to 150 pounds per piece) to/from several commercial carriers, such as Fed Ex, United Parcel Services (UPS), Roadway Package System (RPS), Airborne Air Freight, Emery Air Freight, etc. The Mail Center operates from 6:30 a.m. to 3:00 p.m. hours daily, Monday through Friday, excluding Federal legal holidays, in an area approximately 1600 sq. ft. of Building36 at 3200 South Second Street, St. Louis, MO 63118-3399. The Mail Center services approximately 75 DMA and tenant organizations either from the mail center service window or through the Mobile Distribution Services (NMDS) Mail Truck. The MDS makes 2 complete runs per day delivering or receiving inbound/outbound and intrabase mail and small freight packages to outbuildings at 3200 South Second Street location and to buildings located at 8900 South Broadway, St. Louis, MO 63125, approx 6 miles from the mail center, and 2815 Scott Avenue (off Jefferson), St. Louis, MO, approximately three miles from the Mail Center. The mail truck departs the mail center at 0645 hours, returning at 1030 hours for the first run and departs at 1145 hours and returns at 1430 hours for the second run. The makeup of parcels handled is a wide variety including, but not limited to letter mail, flats, tubes, boxes, pouches, film boxes, and cardboard folders up to 46'' x 66''. Packages may be classified and/or accountable, requiring security and accountability procedures. Volume of mail/packages processed in the Mail Center is approximately 35,000 pieces weekly. Other requirements include providing, maintaining, and operating the motor vehicle equipment used by the MDS: taking mail meters to the post office to have postage funds loaded; assisting customers with mailing/shipping information; maintaining records and files; reporting on volume and expenditires by organization; distribution of a bulk mailing (1500 copies)biweekly; tracing/tracking shipments; limited packaging functions; mail metering; completion of postal documents, shipping labels and other administrative paperwork; identifying, sorting, and filling bins based on a mail stop distribution system; and receiving and dispatching mail and small freight packages (may be stacked on pallets or skids) from a dock area located approximately 300 ft from the Mail Center. Normallycommercial carriers make two stops per day--one for delivers and the second for pickups. All employees of the Mail Center must have a minimum security clearance of SECRET. Potential sources should submit the following information for evaluation of their Mail Center operation capability: staement of intent describing the company's mail center expertise, financial resources, electronic capabilities, references of other like services performed, and motivation for participation in this program.
