The purpose of this synopsis is to announce the National Test Facility (NTF) intent to add an additional 60,000 hours and a four month extension of services from 29 July 1995 through 30 November 1995 for the current NTF Scientific, Engineering and Technical Assistance (SETA) contract, contract number SDIO84-90-C-0028 with Vanguard Research, Inc. (VRI). This contract extension is for continuation of non-personal services to provide scientific, engineering and technical assistance, as currently specified in contract SDIO84-90-C-0028, to maintain the technical continuity of the NTF during FY 95. In accordance with FAR 6.302-1, authority cited in 10 USC 2304(c)(1) and 10 USC 2304(d)(1)(B), only one responsible source will suffice and no other supplies or services will satisfy agency requirements. Continuity of these highly specialized services is critical to the prevention of unacceptable delays in fulfilling the NTF requirements. The NTF is already is the process of a competitive recompetition of this SETA contract, see synopsis of contract action F05604-94-R-9011 dated 12 January 1995.
