Comprehensive Sanctions Center. Concerns having the ability for
providing a Comprehensive Sanction Center facility for male and female
Federal offenders. Those interested are requested to give written
notification (including telephone number and a point of contact) to the
Contracting Officer listed in this notice. Services required include
care, custody, control, accountability, subsistence and medical
services, except the expense of hospital, surgical prescriptions and
dental treatment. Three programmatic components will be required,
(Pre-Release Component, Community Correction Component, and Home
Confinement Component). These components and services described shall
be in accordance with the Bureau of Prisons' Statement of Work.
Location of facility shall be within Essex, Sommerset, Middlesex,
Hudson and Passaic Counties of New Jersey. Estimated total number of
mandays is 29,200 (21,024 males and 8,176 females) for the 24 month
base period with three consecutive one year options. 15,330 mandays
(11,038 males and 4,292 females) for option period 1; 16,096 mandays
(11,589 males and 4,507 females) for option period 2; 16,901 mandays
(12,169 males and 4,732 females) for option period 3. Estimated RFP
issue date is o/a May 1, 1995, estimated closing date is o/a June 28,
1995. Contract base period is 24 months with three consecutive one year
options to renew. A Firm-Fixed Price Requirements contract is
anticipated. All responsible sources may submit a proposal which shall
be considered by this Agency. No collect calls will be accepted. No
