The National Renewable Energy Laboratory (NREL) anticipates issuing a
multi-disciplinary request for proposal (RFP) to provide renewable
project implementation services for federal facilities on behalf of the
Federal Energy Management Program (FEMP) in order to significantly
increase the use of renewable energy in Federal facilities pursuant to
Federal Executive Order 12902. NREL anticipates requesting proposals
in each of the following disciplines: (1) Solar water heating systems
feasibility, system design and integration (this area will also include
providing support to industrial and commercial establishments and local
and state government agencies, in addition to Federal agencies); (2)
Passive solar building design services; (3) Photovoltaic systems
feasibility analysis, system design and integration; (4) Wind systems
feasibility, system design and integration; and (5) Building and/or
renewable energy systems energy monitoring support services. In each of
the areas listed, NREL anticipates issuing one or more task ordering
agreements with three-year periods of performance. The objective of the
task orders is to use the private sector to the maximum extent possible
to carry out the Executive Order, with NREL and the other national
laboratories serving as the facilitator for technical support. This
announcement was initially published on March 17, 1995 in the Commerce
Business Daily. This is a resubmission to the Commerce Business Daily
to correct errors in the initial announcement and NREL anticipates
issuing the solicitation document approximately thirty (30) days after
March 17, 1995. This synopsis is NOT a request for proposals.
