MINE CLEARANCE TECHNOLOGIES. SOL N00174 POC Contact Donna Coates,

Officer, 1141. The Indian Head Division, Naval Surface Warfare Center
(IHDIVNAVSURFWARCEN), Countermeasures and Underwater Weapons Division
has a need to develop and demonstrate technology to neutralize mines in
the beach area using mechanically emplaced shaped charge munitions.
There will be no formal RFP or other solicitation requests regarding
this requirement. Proposals are sought for advanced and innovative
research and development in te following areas: (1) mechanical
deployment of shaped charge munitions, (2) automated fabrication of
explosive and inert rope arrays, (3) explosive (detonation cord) array
development, (4) explosive array initiation, (5) munition performance
and producibility, (6) automatic terrain following/sensing, and (7)
chain array obstacle clearance. White papers, not exceeding ten pages,
may be submitted for evaluation. Multiple papers may be submitted if
more than one area is addressed. The white papers shall consist of
three primary sections - Technical, Managerial, and Cost. The Technical
section shall state which area is being addressed and shall include a
clear statement of objectives, the proposed method or approach,
expected results, and project history/background (if any). The
Management section shall include key personnel, experience, facilities,
and a plan of action and milestones. Information on previous work in
related areas may be included in this section. The Cost portion shall
include a cost breakdown of the proposed effort. The duration of the
proposed effort shall not exceed two years. All white papers submitted
under this announcement shall be considered Government property. The
Government may require unlimited data rights for work performed under
resulting contracts. Each paper shall be evaluated against the
following criteria: (1) overall scientific and technical merits of the
proposed effort; (2) understanding of the unique requirements and the
technical and scientific innovation and risk to solve the
requirements; (3) offeror's capabilities, related experience, and
facilities that contribute to the success of the proposed effort; (4)
experience and background of the principal team members; and (5)
proposed cost and fees. Technical considerations will be given greater
weight than cost in the selection decision. After evaluation, the
Government may solicit full proposals from selected candiates. The
proposals shall follow the same format of the white papers with the
technical section limited to 25 pages. A more detailed cost breakdown
may be required with submitted proposals. Final selection of proposals
shll be made in accordance with the evaluation criteria used for the
white papers. The Government reserves the right to select any, all, a
part of, or none of the white papers and subsequent proposals for
further development. The magnitude of the effort and number of
contracts awarded will depend upon availability of funds and shall be
solely at the discretion of the Government. This announcement solicits
the participation of all offerors capable of satisfying the
Government's needs. The Government will not cover the cost of white
paper or proposal preparation in any existing of future contract.

participate in this program may submit an original and two copies of
the white papers to the Indian Head Division, Naval Surface Warfare
Center, Attn: Ms. Donna Coates, Code 1141V, 101 Strauss Avenue, Bldg.
1558, Indian Head, MD 20640-5035. White Papers will be accepted until
30 SEP 95; however, because the Government plans to evaluate each
proposal upon receipt, offerors are encouraged to submit papers as
early as possible. A non-mandatory information conference will be
conducted from 0900 to 1130 on 19 MAY 95 at the Indian Head Division,
Naval Surface Warfare Center, Conference Center, Bldg. 62. A brief
summary of the program's current status will be presented by
representatives from IHDIVNAVSURFWARCEN and Wright Laboratories, Air
Base Technology Branch. The remainder of the conference will be open
for question. Space is limited and will be on a first come basis. A
maximum of two persons from each organization will be permitted to
