Social Security Administration is seeking sources capable of providing
encryption devices equivalent to Racal-Guardata Datacryptor 64 to be
installed and maintained as part of Racal Omnimode 96 modems. These
devices must provide encryption fully compliant with the DES algorithm
and be totally compatible with the Racal Omnimode 96 modems. The
encryption devices must have an ''umbilical cord'' connection to the
Racal Omnimode 96 modems which is used to report operational status
conditions through the Racal modem to Racal's currently installed CMS
400 local network management system and CMS6000 enterprise-wide network
management system. The encryption devices must be fully integrated in
the modem systems and therefore, be maintained with the modem systems
as one configuration. In addition, the encryption devices must meet the
following specifications: Must support point-to-point, multidrop,
dial-up and dedicated networks operating at speeds up to 64 Kbps in
synchronous applications and up to 19.2 Kbps in asynchronous
applications. Must be ANSI X9.17 compliant. Must support data
encrypting keys and key encrypting keys. Operators must be able to
change keys from a remote site either manually or programmed to operate
automatically as preset intervals. Must enable generation and storing
of up to 400 keys. Must support diagnostic testing including loopback,
link-keys test, unattended remote/diagnostics, DES S-box test,
checkword test, parity check, ROM/RAM test, cipher test inhibit, memory
test, and cipher text monitor. Must report the following alarms;
inadvertent transmission of plan text, key parity error, expiration of
keys within key list, loss of memory due to physical tampering,
encryption/decryption failure, lock failure, and power failure. Must be
delivered in tamper-resistant housing, equipped with an anti-tamper
switch and pick-resistant security locks. Must provide battery backup
that will save current keys and system parameters for at least 1 year.
The information furnished by potential respondents must include, as
applicable, number and qualification of employees, a description of the
facilities, an outline of previous relevant experience and projects and
any other available pertinent descriptive literature. The information
respondents provide shall pertain to this synopsis only:

Respondents should refer to Encryption Devices. No cost or pricing
data is required or requested. This is not a request for proposal and
the Government does not intend to pay for the information solicited or
received. Respondents will not be notified of the results of the
evaluation of the source data received, but sources deemed qualified
will be solicited when the request for proposal is issued. Any
interested organization must submit appropriate data in duplicate
within fifteen (15) days of the date of this announcement. Requests for
