requirement to purchase three trailers/mobile offices to house the
Digital Global Positioning System (DGPS) and ancillary sensitive
electronic equipment at the U.S. Coast Guard Navigation Center in
Alexandria, Virginia. The first trailer shall be 28 feet by 60 feet and
include the following special modifications: two 200 amp electric
panels, one double exterior steel door, double 5/8'' sub-flooring, six
J box stubs in the floor, one-half bath (toilet and sink), 98 LF
partitions, mini-blinds, double interior door, and plenum walls. The
second trailer shall be 28 feet by 60 feet and include the following
special modifications: 168 LF partitions, double steel exterior door,
double 5/8'' sub-floor, 2'' conduit in floor, 1'' conduit in floor, 28
LF plenum walls and a pass-through interior window. The third trailer
shall be 12 feet by 56 feet and include no special modifications. All
interested parties must submit a Capabilities Statement that
sufficiently describes their qualifications, capabilities, and previous
experience relevant to fulfilling the above requirement. This notice is
not a solicitation nor is a formal Request For Proposal available. In
the absence of responses from firms which believe they have the
capability to perform this requirement, the U.S. Coast Guard intends to
negotiate with American Trailer Sales Comapany, Damascus, Maryland, for
the work described pursuant to FAR 6.302-1(B)(1). -- No other notice
will be published until award is made. All correspondence should

22 applies. The DOT has a short term bonding program which enables
firms to obtain bid, payment, and performance bonds, up to 80 percent
of the bond amount and a short term loan program to provide working
capital at the prime interest rate. In addition, through the
Historically Black Colleges and University Program, firms can receive
comprehensive services and training designed to enhance their financial
