AT HARTSFIELD ATLANTA INTERNATIONAL AIRPORT SOL DTRS-57-95-R-00023 POC

National Transportation Systems Center plans to award a contract to
Allied Signal Aerospace Communiations Systems on a sole source basis
for an engineering field test and demonstration project using a
proprietary multilateration surveillance system to be installed on the
south side of the airport surface of Hartsfield Atlanta International
Airport (ATL). The contractor will be required to provide a list of
preferred locations, space needs and real estate requirements for
deployment of all equipment andd suppport materials to be housed on the
south side of ATL; to deliver, install, test, operate, maintain and
remove all commercial off the shelf (COTS) equipment and systems at
ATL; collect, reduce and analyze target position, velocity and
identfication data recorded and observed during the tests to commence
in July 1995 for a three month period; produce reports on the results
of all multilateration testing conducted including an assessment of
such a system to adequately meet the Airport Surface Traffic Automation
(ASTA) surveillance requirements; provide support to develop plans for
staging and conducting field tests; and, provide plans to modify
equipment for operational use at TL if required. A multilateration
airport surface secondary surveillance system will be used to estimate
the position, velocity and identification of all aircraft observed on
and near the airport surface at ATL. The equipment will be required to
receive reports from aircraft emmitting mode S squitters and ATCRBS
replies. Aircraft will be observed from the south side of the airport
during any of the phases of movement or stoppage such as the following
events: arriving, departing, landing, exiting, taxiing, stopping and
parking. At the conclusion of the field tests the contractor will be
directed to either remove the equipment from the airport or supply
modifications as required for operational use at the airport.Any firm
wishing to propose on this requirement must submit a complete
qualification package including an explanation as to how they would
have access to the required proprietary data. For Minority, Women-Owned

(STLP) at prime interest rates to provide accounts receivable
