Aeronautics and Space Administration (NASA) is interested in receiving
basic research proposals for a) analysis of data recently obtained
with the Kuiper Airborne Observatory, and b) study of scientific
instrument concepts for the Stratos pheric Observatory For Infrared
Astronomy (SOFIA). This solicitation is open to all categories of
organizations, both domestic and foreign: industry, educational
institutions, other nonprofit organizations, NASA centers and other
government agencies. A more detailed description of this research
opportunity and specific guidance for proposal preparation is available
from NASA-Ames Research Center, Attn: Dr. Edward Dunham, Project
Scientist for Airborne Astronomy, NRA2-36449(BXM), Mail Stop 245-6,
Moffett Field, CA 94035-1000. This opportunity consti tutes a NASA
Research Announcement as contemplated in FAR 6.102(d)(2). The
contemplated release date of this NASA Research Announcement (NRA) is
April 28, 1995. This Announce ment will be open for the period through
June 16, 1995. Proposals may be submitted at any time during the
period from NRA release through June 16, 1995. Proposals received after
this date will be returned to the sender, unless the selection official
determines it to offer NASA a significant technical advantage or cost
reduction, while those received before this date will be evaluated by
a scientific peer review during July or August, 1995. Awards are contem
plated in early FY 1996. Any award is subject to the availability of
funds. All responsible sources may submit a proposal which shall be
