solicitation consists of 2.443 miles of grading, drainage, base, and
surfacing. Project includes: construction survey & staking;
construction scheduling; contractor sampling & testing; roadway
obliteration; 1,800 ton surface treatment aggregate; 50 acres clearing
& grubbing; 12,000 ton crushed aggregate; 20,000 ton emulsified
asphalt treated base; 5,000 lnft culverts; 3,200 lnft silt fence; 1,900
lnft brush barriers; 1,000 lnft temporary culvert pipe; 470,000 sqyd
roadway excavation; 2,500 m-gal watering; 150,000 sqyd subexcavation;
40,000 ton select topping; 74,100 lnft controlled blasthole; 144,000
sqyd rubblized blasting; 4,200 lnft guardrail; 1,300 lnft drilled
holes; 400 hr rental equipment; 350 sqyd loose riprap; 5,000 hr
flagger; 500 hr pilot car; 900 hr traffic control laborer; 54,600 lnft
permanent pavement markings; 200 slry units seeding/mulching; and
other small items of work. Work shall be completed by August 30, 1997.
Estimated price range is between $2,500,000 and $5,000,000.
Presolicitation Notices are being provided to firms on this agency's
mailing list concurrently with the publication of this synopsis.----The
following applies only to Minority, Women-Owned and Disadvantaged
Business Enterprises: The Department of Transportation (DOT), Office of
Small and Disadvantaged Business Utilization (OSDBU), has programs to
assist minority, women-owned and disadvantaged business enterprises to
acquire short-term working capital and bonding assistance for
transportation-related contracts. This is applicable to any eligible
prime or subcontract at any tier. The DOT Bonding Assistance Program
enables firms to apply for bid, performance and payment bonds up to
$1.0 million per contract. The DOT provides an 80% guaranty on the bond
amount to a surety against losses. Loans are also available under the
DOT Short Term Lending Program (STLP) at prime interest rates to
provide accounts receivable financing. The maximum line of credit is
