The Air Force Technical Applications Center (AFTAC), Molecular Sciences Division requests information from potential sources to: (1) produce QA/QC samples of radionuclear isotopes (both short-lived fission products and the actinides) consistent with those found in airborne effluent debris resulting from nuclear weapons testing for the purpose of laboratory calibration of radiochemical separation, purification, and measurement procedures, and, (2) to train evaluators in the analysis of the radiochemical data resulting from the analysis of nuclear weapons testing debris. Responses should include the following: (1) information describing experience and background qualifying potential source, (2) discussion of recent effort or efforts which indicates qualification as potential source, (3) summary of potential source's proposed approach (to include a list of the radionuclides of interest), and, (4) outline of anticipated problems to be addressed. White papers should provide as much detail as possible to aide in the evaluation of your response. All proprietary and restricted information shall be clearly marked. Any classified information provided with your response should be segregated and provided in a separate volume. This program is anticipated to be a single award, multi-year effort. Firms responding should indicate whether they are, or are not, a small business, a socially and economically disadvantaged business, a woman owned business, a historically black college or university, or minority institution. For this item the general definition to be used to determine whether your firm is small is as follows: ''A small business concern is a concern that is independently owned and operated, is not dominant in the field of operation in which it is bidding on government contracts and with its affiliates, the number of employees does not exceed 1000 persons'' SIC Code 8731 applies. ''Concern means any business entity organization for profit with a place of business in the United States, its possessions, Puerto Rico, or the Trust Territory of the Pacific Islands, including but not limited to partnership, cooperation, joint venture, association, or corporation.'' The Air Force reserves the right to consider a small business set-aside based upon the responses here-to. All responses shall include their assigned Commercial and Government Entity Code. Respondents are further requested to indicate their status as a Foreign-owned/Foreign-controlled firm and any contemplated use of foreign national employees on this effort. Due to the nature of this potential effort, ''NO foreign country sources will be considered.'' Contractor personnel would require DoD security clearances at least the SECRET level for this potential effort. Participation in this potential effort would require both a facilities and storage capability security clearance of at least SECRET. Sources must also include the Government Assigned Contractor Facility Code (also called CAGE Code) for the applicable facility and storage facility that would safeguard any classified data supplied by the Government. This is NOT a Request for Proposal (RFP) and is not to be construed as a commitment by the Government to issue a solicitation or ultimately award a contract. Any costs incurred as a result of response to this announcement shall be borne by the firm and will not be charged to the Government for reimbursement. No written or telephone requests for a solicitation package or further information will be accepted or responded to. Contractors having the ability to provide these services must submit written notification that demonstrates their ability to satisfy the requirement.
