Contract Information: A-E services are required to provide surveying
and mapping support services for projects within the Detroit District
boundaries, or as directed. The selected firm(s) will enter into
negotiations for an indefinite delivery type (IDT) contract with the
government for a term of one year, with total cost not to exceed
$750,000.00 per year. The contract will provide for an option for the
government to extend the contract for one additional year. The proposed
services will be negotiated and obtained through the issuance of
delivery orders during the term of the contract, with no delivery order
exceeding $150,000.00. Anticipate the award of two (2) IDT contracts.
The subcontracting goal for these contracts is a minimum of 20% of the
contractors subcontracting plan be placed with Small Businesses (SB)
and/or Small Disadvantaged Businesses (SDB). The plan is not required
with the response to this announcement. 2. Project Information: Survey
and Mapping services required include, nbut are not limited to, the
following: horizontal and geodetic control (second order) established
by conventional and Global Position System methods; hydrographic (flood
control related); topographic by any and all means of common practice;
boundary (retracement), description writing and recording, and title
search; construction layouts; quantity (volume computations);
photogrammetric mapping, topographic and planimetric, in digital
(Intergraph IDGS-3D) format; and drafting support through CADD,
scanning and digitizing. There are two designated areas within the
Detroit District for the purpose of the solicitation, Area I and Area
II. Area I is the Lower Peninsula of Michigan and Northern Indiana;
Area II covers the Upper Peninsula of Michigan and those portions of
Minnesota and Wisconsin that are within the Detroit District and other
areas as assigned. 3. Selection Criteria: See Note 24 for general
selection process. The selection criteria in descending order of
importance are: (a) Professional Qualifications: All survey and mapping
work must be performed under the supervision of (and sealed by license
stamp) a current licensed professional Surveyor. Additionally, all
work involving boundary (real estate) surveys must be accomplished and
sealed by a licensed surveyor, registered in the state where the
survey is performed. (b) Specialized Experience: Prospective
contractors must demonstrate in their submissions, the ability to meet
all the services cited in the ``Project Information'' paragraph. (c)
Capacity to Accomplish the Work: Prospective contractors must be
capable of fielding one three person survey crew within three days of
notice and to meet the schedules negotiated. (d) Past Performance: Past
performance on DOD and other contracts with respect to cost control,
quality of work, and compliance with performance schedules. (e)
Geographical Location: Location of the firm(s) in the general
geographical area of the work. (f) Subcontracting: Extent of
participation of SB, SDB, historically black colleges and universities,
and minority institutions in the proposed contract team, measured as a
percentage of the estimated effort. (g) Equitable Distribution of DOD
Contracts: Volume of DOD, contract awards in the last 12 months as
described in Note 24. 4. Submittal Requirements: See Note 24 for
general submission requirements. Interested firms having the
capabilities to perform this work must submit two copies of SF255 and
SF254 each for the prime firm and all subs (consultants) to the above
address not later than the close of business on the 30th day after the
date of this announcement. If the 30th day is Saturday, Sunday or
Federal holiday, the deadline is the close of business of the next
business day. Solicitation packages are not provided. This is NOT a
request for proposal. Information to include in the SF 255: the survey
registrations by states(s) of the Professional, Surveyors, requested
work area (I or II) desired or both areas for consideration,
specialized experience - a crew qualified for HTRW (superfund) sites,
listing of equipment availble to perform survey and CADD tasks, etc.
