The National Library of Medicine (NLM) intends to negotiate on a sole source basis with Skyline Government Services Corporation to modify contract number NO1-LM-2-3517 to extend the expiration date from July 13, 1995t o January 31, 1996. Due to ongoing government streamlining efforts, NLM's requirement for the recompetition of this contract will be substantially enhanced. This extension will allow for uninterrupted service during the recompetition process and will provide for a smooth transition between the two contracts. No other source can provide the necessary support during the time frame indicated without a severe disruption in the continuity of the program. It is in the best interest of the Government to award this modification to Skyline Government Services Corporation under other than full and open competition.
