be in writing. The U.S. Agency for International Development (USAID)
requires the services of a qualified organization to provide a
continuation of family planning logistic management over a five year
period. The objectives of the contract are: to strengthen and
institutionalize the logistics management capabilities of family
planning and HIV/AIDS programs in developing countries; and to provide
technical management and analysis of USAID's two population databases:
the contraceptive database (NEWVERN) and the Populations Projects
Database (PPD). The following activities will form the basis for work
to be performed: technical assistance in contraceptive logistics;
training in logistics management; training in contraceptive
forecasting; training in warehouse and inventory management;
development and monitoring of contraceptive requirements for
USAID-supported family planning programs; conversion of USAID's two
population databases from PROGRESS language to ORACLE language; and
management of USAID's population databases. The goal of USAID's project
is to enhance the freedom of couples in developing countries to choose
voluntarily the number and spacing of their children. At the field
level, the objectives of this procurement are: to strengthen the
ability of family planning programs to manage and implement efficient
contraceptive logistics systems; to strengthen the commitment of family
planning program managers and administrators to build more efficient
contraceptive logistics systems; to institutionalize the capacity of
family planning programs to forecast their contraceptive requirements
and, where appropriate, to seek alternative sources of supply; and to
develop the capacity of family planning programs to implement sound
contraceptive quality assurance programs. At the USAID level, the
objectives of this procurement are: to continue management of the
contraceptive database (NEWVERN) which houses up- to-date information
regarding the procuring, shipping, storing, financing and accounting of
USAID-supplied contraceptives and their costs; to continue management
of the computerized population projects database (PPD) which provides
historical and current information on all USAID-supported population
projects and sub- projects; to convert these two databases to ORACLE;
and to undertake special analyses on cross-cutting issues related to
contraceptive logistics and USAID's population program. The contract
shall consist of a base five-year contract with two options to increase
activities by 30 percent each within the five- year contract period. No
less than 10 percent of the total value of the contract will have to be
subcontracted to U.S. socially and economically disadvantaged
businesses, including women-owned businesses; historically black
colleges and universities; U.S. colleges and universities with at least
40 percent Hispanic American students; and U.S. private voluntary
organizations controlled by socially and economically disadvantaged
individuals, including women. To help identify potential
subcontractors, a list of all organizations requesting a copy of the
solicitation will be sent with each solicitation document.
Organizations are encouraged to indicate whether they are a socially
and economically disadvantaged business, as defined above, when
requesting the solicitation and may indicate that they do not wish to
be included on the list. By providing the list, USAID does not endorse
the listed organizations as being capable of carrying out the
activity, nor does USAID verify the claimed status of the
organizations. Necessarily, the list will contain the names of only
those organizations known prior to the issuance of the solicitation
