All San Diego Area sources who currently hold, or are qualified for and willing to enter into a Master Ship Agreement for Repair and Alteration of vessels (DFAR 217.71) prior to award, may submit a bid which shall be considered by this agency. Firms which do not possess a Master Ship Repair Agreement/Agreement for Boat Repair (as applicable) are ineligible for award unless adequate time exists to permit the Navy to perform an assessment of their MSRA/ABR application and to execute the applicable MSRA/ABR without impacting the vessel's availability dates. It is impracticable to distribute the applicable NAVSEA Standard Items and Technical Requirements, Reference 271.
