H -- MAINTENANCE GROUND AND FLIGHT TEST SUPPORT FOR MH-53J/TH/NCH-53A SOL FA0021-95-R-0004 DUE 042195 POC Carmella Noll, Contracting Officer, 904-884-2435 100 Bartley St, Suite 224, Hurlburt Field, FL 32544-5273. AFSOC, Hurlburt Field, FL, intends to negotiate on a sole-source basis with ARINC Research Corporation for ground and flight test system checkout function support for MH-53J and TH/NCH-53A aircraft under the authority of FAR 6.302-1. Services are available from only one or a limited number of sources. Contract is sole source because ARINC is the only contractor that currently maintains fully qualified MH-53J/TH-53A aircrew members. The MH-53J is uniquely configured sufficiently different from USN/USMC H-53 aircraft that qualified pilots would need USAF training and qualification prior to being able to flight test MH-53J aircraft. Due to mission constraints and limited availability of AF flight crew members, AFSOC does not have the time or manpower to qualify or re-qualify contractor aircrew members. Contractor will perform post modification/maintenance ground and functional flight checks to verify and certify aircraft for operational use through functional check flights, operational check flights, and other ground runs. Services may be required at a single or multiple locations (worldwide). Initial and recurring flight and medical clearances and personnel flight clothing and life support equipment with maintenance shall be provided by the Government. Two (2) crews for the remainder of FY94 and FY95 are anticipated. The Government contemplates award of and IDIQ contract with a guaranteed minimum for a period of one (1) year with four (4) option years. This notice of intent is not a request for competitive proposals, however, all responsible sources may submit and offer which will be considered. Award will not be made on the basis of responses to this synopsis.
