The Air Force Wright Laboratory Armament Directorate, Energetic Materials Branch, Eglin AFB, in accepting environmental responsibility for the life cycle of its explosives and munitions systems, has launched a pilot scale demilitarization program to recover, recycle, reuse or dispose of the explosives and munitions systems it develops. The objective of this program is to combine several existing technologies to meet this requirement. This demilitarization system will employ the following processes: High pressure water washout for the removal of energetic materials (primarily explosives) from their munition containers, high pressure water maceration for the size reduction of these energetic materials, and hydrolysis to remove the explosive residue from the inside of the munition for total recovery of this hardware. The high pressure water washout system will require an X-Y-Z motion capability to manipulate the high pressure water flow and a table to hold the hardware containing explosive. This capability will be required for a wide range of existing munitions, ammunition, and R&D hardware. An efficient transport method for delivering the energetic material from the washout area to the maceration feed chute is required. Once the energetic material passes through the high pressure water macerator, the energetic material/water slurry will move on to a holding tank where an agitation device will keep the slurry from settling out. The explosive/water slurry holding tank will be the final destination of the material. The high pressure water washout system will be a closed-loop process using multimedia filters/activated carbon absorption units for contaminated water. The high pressure water washout and high pressure water maceration systems will be compatible with a previously procured high pressure (20 gallons/minute - 15,000 psi) water pump. All equipment must be explosion proof, remotely operable from 600 ft, and configured to an energetic material processing rate up to 50 lbs/hour. Not including the space for the carbon activated filters, this system must not exceed 1000 square feet of floor space and must not exceed 14 feet in height. Responses to this sources sought solicitation must fully document their ability to satisfy all technical parameters and contractual requirements. The period of performance of a contract resulting from this sources sought is anticipated to be 9 months from contract award, but suggestions and comments on this period of performance are welcome. An evaluation of the ability of respondees to meet all requirements will be based on the following screening criteria: ability to design and deliver the necessary hardware and support for this demilitarization system, sufficiency of corporate capabilities to design, build, and deliver this system, and demonstrated experience in demilitarization or with similar types of equipment. Responses to this synopsis must be received within 15 days from publication. An Ombudsman has been established for this acquisition. The only purpose of the Ombudsman is to receive and communicate serious concerns from potential offerors when an offeror prefers not to use established channels to communicate his concern during the proposal development phase of this acquisition.
