(DFPS) SOL F08626-95-R-0235 POC Major Donald E. Illich, Contracting
Officer, (904) 882-4685, ext 134. 17. The Air Base Systems Division of
the Weapons, Air Base and Range Product Support Office (ASC/VXO
(formerly ASC/YOC)) will be issuing a solicitation to design, develop,
test and produce stand-alone, towable, automatic Deployable Fire
Protection Systems (DFPS). Interested firms must be able to: (1)
develop an improved flame detector with high reliability and immunity
to false alarms, (2) qualify the system and the detector by performing
a series of stringent tests in accordance the Prime Item Product
Function Specification, SP95VXO-DFPS-01, (3) procure required
components and parts, (4) integrate the parts and components into the
total DFPS, (5) produce the DFPS to meet specified quantities, (6)
perform inspection/acceptance procedures, and (7) deliver at a
contractor-developed, Government-approved rate. Some specific
capabilities of the DFPS are: (1) agent tank holding a minimum 500
gallons of aqueous film forming form (AFFF) pre-mix, (2) optical flame
detection system for automatic system activation, (3) agent-driven,
oscillating monitor nozzle, (4) pressurization and regulation/control
systems for providing constant (AFFF) flow rate, (5) battery-powered
electrical system with solar and multi-voltage adaptable AC charging
sources, (6) built-in-test for system analysis, and (7) alarm notices.
Firms are also encouraged to submit an alternate technical approach to
the basic specification for a Pre-Planned Product Improvement (P3I)
involving a self-aiming monitor as part of the agent dispensing system
mentioned under item three (3) of specific capabilities above. The
alternate approach shall be limited to those aspects of the proposed
basic design which are affected by the inclusion of aiming components
which direct the monitor at the fire rather than in a predetermined
area. The Government intends to acquire at least 24 DFPS units. This
announcement indicates our intent to issue a formal request for
proposals (RFP). A draft request for proposal (DRFP) as announced in
our previous solicitation, YOK-94-18, will not be issued. Firms having
applicable interest, capability and background should submit
particulars to ASC/VXO, Attn: Major Donald E. Illich, 314 W.
Choctawhatchee Avenue, Suite 104, Eglin AFB FL 32542-5717. Firms
responding to our previous solicitation will receive a copy of the RFP
and need not reapply. This acquisition will be a 100% small business
set-aside (SIC 3569 and 500 people applies). Therefore, firms
responding to this announcement must state that they are a small
business concern as defined in FAR 42.219-1 and 52.219-2. An RFP will
be provided to those qualifying firms responding to this announcement.
To receive an RFP, written responses to this synopsis must be received
by Major Illich within 15 days from date of publication of this
announcement. Please reference solicitation number RFP
