J. Shane Compton, 202/208-2710. The Bureau of Indian Affairs, Office of
Self-Determination, requires the services of a Facilitator to perform
the following tasks: (1) Serve as the impartial chair of the Indian
Self-Determination Negotiated Rule Making Committee to implement Public
Law 103-413, which is the 1994 Amendments to Public Law 93-638, Indian
Self-Determination and Education Assistance Act; (2) Assist, in an
impartial manner, the Committee members in conducting discussions and
negotiations as they pertain to rule making for PL 103-413; (3) Manage
the keeping of Committee minutes and records as required under section
10(b) and (c) of the Federal Advisory Committee Act. The qualifications
of each potential contractor will be evaluated based on the following
criteria in descending order of importance: (1) Experience in the
development of rules and procedures for the orderly conduct of business
which will lead to closure on difficult and complex issues; (2)
Experience in working with culturally diverse groups; (3) Experience in
facilitating large groups to achieve consensus on difficult and complex
issues; (4) The capability to organize and direct a staff in the
facilitation of meetings. The contract Awarded in response to this
announcement will be awarded in accordance with the authority of the
``Buy Indian Act'' (25 U.S.C. 47 as implemented by 20 BIAM 2.1) and
will be a firm fixed price contract of a base year plus one (1) option
year. Each potential contractor shall provide a letter of interest on
letterhead paper citing their interest in this solicitation. The
letter shall contain a certification as to eligibility to participate
for this solicitation under the provisions of ``Buy Indian'' as stated
above. Each potential contractor shall provide requested letter of
interest to the following address: Bureau of Indian Affairs, Division
of Contracts and Grants Administration, Attn: Branch of Contracts and
Grants Operations (Mr. Greene), Mail Stop 334-A, SIB, 1849 C Street,
NW, Washington, D.C. 20240, No Later Than April 11, 1995. All letters
provided shall become the property of the Government and shall not be
returned. No general notification other than this notice shall be made.
The formal solicitation shall be sent to those qualified requestors on
or about April 13, 1995. No telephone responses for this notification
of interest shall be accepted. No further potential contractor action
beyond the submission of the cited documentation is necessary or
encouraged until receipt of the solicitation. This is a request for
