SUPPLY CENTER (DFSC) POC Catherine Barnes, Contract Specialist, or
Danny J. Biggs, Contracting Officer, telephone 205-895-1385. Effort for
this contract may consist of, but is not limited to, engineering and
design work pertaining to operation and main- tenance (O&M) of Defense
Fuel Supply Centers (DFSCs), systems analysis and investigative
reports. The A-E will be required to accomplish system analysis in
connection with the development, review and revision of O&M
documentation and training require- ments, review facility criteria,
construction drawings, specifica- tions, vendors data, equipment O&M
data, develop system and equip- ment maintenance requirements, provide
professional services in the identification and development of
technical logistics data and maintenance data systems requirements,
conduct site investiga- tions, provide aerial surveys, digital
orthophotography topographic surveys, and mapping, geotechnical
investigations, perform risk assessments, develop procedures for
responding to emergencies causing hazardous conditions. This will be an
indefinite delivery order (IDO) contract for a period of one year with
two one-year options. The contract value for each year will not exceed
$3,000,000. The cumulative contract value of this work shall not exceed
$9,000,000 with individual delivery orders not to exceed $1,000,000
each. Anticipated award date is August 1995. Funds are currently
available for this contract. The Government's minimum obligation under
this contract is $60,000 in the first year and $30,000 in the option
years. The following evaluation criteria for this proposed contract are
mandatory requirements and are relatable to one or more of the factors
in note 24: (1) PROFESSIONAL CAPABILITIES: SUBFACTORS: a. Experience
and expertise in the disciplines of electrical/ electronic, mechanical,
civil, structural, petroleum, environmental, geotechnical, safety and
fire protection engineering, architecture, cost estimating, and
technical writing/editing, surveying, and photogrammetry. b. The
possession of or ability to obtain a secret clearance. However, the
contract will not require the generation, storage or transportation of
classified material. (2) SPECIALIZED EXPERIENCE and TECHNICAL
COMPETENCE: SUBFACTORS: a. Experience in performing design, system
analysis, engineering design aspects of operation and maintenance of
fuel supply and distribution facilities, developing documentation in
accordance with 49 CFR Parts 194 & 195, performing safety and
environmental risk assessments, performing geotechnical surveys,
developing procedures for responding to emergencies causing hazardous
conditions. b. Along with SF 254/255 (11/92 version is mandatory), the
A-E must submit an effective organizational structure and project team
management plan addressing how the various prime, subcontractor, and/or
joint venture participants will function as a cohesive unit and how the
team will be centrally managed. c. Demonstrated capability to provide
design drawings on a computer-aided design and drafting (CADD) system.
All final drawings will be computer-generated, plotted, and provided
in a format and medium that will permit their loading, storage, and use
without modification or additional software on the Huntsville Division
graphics system. The Huntsville Division graphic system consists of
Intergraph Corporation supplied workstations running Microstation
Version 5.0, Project Architect, Project Layout, Inroads, and InXpress
software with data input required on either a 9-track, 1600 BPI tape
drive, 2.3 GB or 5 GB 8mm data cartridge, 3.5 inch 1.4 mbyte floppy
disk or a 5 1/4-inch 1.2 mbyte disk drive. State the CADD system to be
used and demonstrate how it is compatible with the Huntsville Division
system. (3) CAPACITY TO ACCOMPLISH THE WORK IN THE REQUIRED TIME:
SUBFACTOR: Interested firms must demonstrate that they have in-house
capacity, or adequate resources in-house supplemented by subcontract or
joint venture forces, to accomplish all the work in accordance with the
proposed contract performance period above. (4) PAST PERFORMANCE ON
CONTRACTS WITH RESPECT to COST CONTROL, QUALITY OF WORK, AND COMPLIANCE
WITH PERFORMANCE SCHEDULE: SUBFACTORS: The proposed contract type is
fixed-price indefinite delivery order, therefore, cost control is not
of prime importance in the evaluation of this contract. Firms with
unsatisfactory or marginally unsatisfactory past performance
evaluations (poor or below average) will be downgraded appropriately
for award of this contract. (5) GEOGRAPHICAL LOCATION AND KNOWLEDGE of
THE LOCALITY OF THE PROJECT, Not applicable to this contract. (6)
VOLUME OF WORK AWARDED by DOD DURING THE PREVIOUS 12 MONTHS:
SUBFACTORS: Equi- table distribution of work among A-E firms including
small and small disadvantage business firms and firms that have not
had prior DOD contracts, will be a consideration of the Selection
Boards. Award to overseas offices for projects outside the United
States, its territories and possessions, to a subsidiary if the
subsidiary is not normally subject to management decisions and
bookkeeping of the parent firm, or to an incorporated subsidiary that
operates under a firm name different from a parent company will not be
considered. The relative order of importance of the factors and
subfactors follow: Factors 1 and 2 above are most important with factor
2 more important than factor 1. Factor 1 is significantly more
important than Factors 3 and 4 which in turn are equal. Factor 6 is of
least importance. Subfactor 1a is more important than Subfactor 1b.
All subfactors under 2 of equal importance. Responding large business
firms are urged to consider seriously the award of subcontracts to
small-disadvantaged and other small business firms. Responding firms
are required to state in block 10 of the SF 255 whether they are small
business, small-disadvantaged business, and/or woman-owned business.
The selection board will consider the corporate experience of the
offerors including any proposed consultant, subcontractor, or joint
venture firms. Interested firms are requested to state in block 10 of
their SF 255 response the value of all A-E contract awards to the firm,
including modifications, by the Department of Defense during the
previous 12 months as of the date of this announcement. Submittals must
be received at the address indicated above not later than close of
business 30 calendar days from the date of this announcement with day
1 being the next day after publication. If the 30th calendar day falls
on a weekend or holiday, the last day for Government receipt of the SF
254/255 will be the following business day . If sending submittal by
