architectural/engineering services for the Design and Preparation of
Construction Contract Documents for the reconfiguration and
rehabilitation of the existing helicopter operations/maintenance Hangar
49 and the construction of a new approximately 30,000 S.F.
Administration/Shops Building at the Coast Guard Air Station, Elizabeth
City, NC. The project includes the demolition of four 1940's vintage
buildings. The rehabilitation of Hangar 49 includes the reconfiguration
of spaces, the installation of new foam deluge fire protection and HVAC
system, the replacement of windows and doors, the rehabilitation of the
hangar doors, the upgrading of electrical power, lighting, plumbing,
and fire detection and alarm systems, and the abatement of asbestos and
lead paint. The estimated cost of construction is between $5,000,000.00
and $10,000,000.00. The services are required to begin approximately
June 1995 and shall be completed within 270 days after Notice to
Proceed. The following evaluation criteria are applicable to one or
more of the factors included in Note 24: (1) Specialized experience of
he firm and technical competence in the type of work required
(including joint venture or association) in similar projects; (2)
professional capacity to accomplish the work as scheduled; (3)
Professional qualifications necessary for satisfactory performance of
required services; (4) Past performance on DOT and other Government
contracts in terms of quality of work, ability to meet
contractual/delivery schedules and accuracy of construction cost
estimates; (5) Location of firm in the general area provided there is
an appropriate number of qualified firms therein for consideration
(special consideration will be given to firms located in Virginia and
North Carolina; (6) Minorities and women in all job classifications,
considering the demographics of the design industry and the general
area of the project; (7) Design ability and understanding of the
requirements of the project; (8) Ability to assess and specify asbestos
abatement and lead paint removal; (9) Project team organization and key
personnel roles and responsibilities; (10) Experience of the firm in
evaluating and determining environmental requirements and acquiring
state and local permits for construction including licensed
professional certifications of permit applications, plans and
specifications as required by the State or a subdivision of the State
of North Carolina; (11) Ability to provide qualified construction
inspection services. Firms desiring consideration should submit

and Disadvantaged Business Utilization has programs to assist minority,
women-owned and disadvantaged business enterprises to acquire
short-term working capital and bonding assistance for
transportation-related contracts. Loans are available under the DOT
Short Term Lending Program (STLP) at prime interest rates up to
$500,000.00 per contract to provide accounts receivable financing. For
