follows: This project will be UNRESTRICTED. Contract Specialist is

Pearson. The SIC code for this acquisition is 3089. The period of
performance shall be 24 months from the date of contract award. Option
quantities may be order at any time during the period of performance.
Delivery of the first pair is due by July 1, 1995. This procurement
includes the fabrication, assembly, testing, marking, packaging and
shipping, necessary to furnish one (1) matched pair of mooring hawsers
to be used for prepositioned ships in the Mariana Islands area with
the option to purchase eight (8) additional pairs of mooring hawsers.
Each pair of hawsers will be used to connect a ship to a buoy. Ships
are not equipped to handle chafing chain. To protect the hawsers
against chafing at the ship bullnose, an anti-chafe hose shall be
placed over the rope in accordance with Naval Facilities Engineering
Service Center (NFESC) Drawing Number 6408961. The Manufacturer shall
furnish the specified auxiliary gear as shown in NAVFAC drawing
6408961. All flotation and other auxiliary gear shall be applied to the
rope in a manner which does not affect the strength performance of the
hawser. Application may be done by wrapping or typing smaller rope
round the hawser or passing smaller rope through the hawser. Flotation
and other auxiliary gear shall not have sharp edges or rough surfaces
which might cut or abrade the rope. The contractor's Quality Control
and Inspection Procedures shall comply with: Oil Companies
International Marine Forum (OCIMF) ''Procedures of Quality Control and
Inspection during the Production of Hawsers''. The contractor shall
designate a quality control supervisor who shall be responsible for
following and adhering to all quality assurance procedures and
criteria. The Manufacturer shall certify that the rope fibre material
used in the rope product meets the requirements of the applicable Rope
Material Specification. Certification from the Fibre Producer shall be
available to the Inspector, the Quality Control Supervisor, and a
Government representative, attesting to type and grade of material. If
the rope Manufacturer produces the filament or basic yarn, he shall
certify that raw material of the same quality has been used and that
processing has been done in the same manner as for material used in the
relevant prototype rope. Award shall be made to the responsible,
technically acceptable offeror with the lowest price. Due to the highly
technical and critical nature of the project, all offerors shall be
required to submit a technical proposal, which demonstrates compliance
with the solicitation as well as references who can verify past
performance on related projects and a price proposal. Technical
acceptability will be determined by conducting an evaluation to ensure
that the offeror's proposal demonstrates compliance with Section C of
the solicitation. Contractors within the local area are encouraged to
pick up a copy of the solicitation at Bldg 218 (3rd floor) of the WNY
between the hours of 0730-1500, Monday-Friday. There will be no charge
for these documents, however, there will only be one set issued per
contractor. The solicitation packages will be available 15 days from
the date this notice appears in the Commerce Business Daily. The
solicitation shall include additional information. The proposal due
date will be 30 days from the date the solicitation package is made
available to all contractors. If an offeror intends to use a buying-in
proposal strategy, a declaration of intent must be included in their
proposal. Proposals are to be submitted by mail or in person to the
Naval Facilities Engineering Command Contracts Office, 901 M St., SE,
