R -- OPERATIONS AND SYSTEMS SUPPORT SERVICES SOL DE-RP01-95EI24631 DUE 051895 POC Stanley Colt, Contract Specialist, (202) 634-4418, Steven Patton, Contracting Officer, (202) 634-4467 The Energy Information Administration (EIA), U.S. Department of Energy, has a requirement for professional and technical support servies in the areas of survey design and implementation; data collection; analysis; and systems management. Ongoing performance under the requirement consists of the following activities: survey data collection and survey/systems operations, including computer processing operations; preparation of reports and publications, including table generation and editorial, layouts and graphics support for weekly, monthly, and annual reports; analytic and technical writing; data processing systems and network operations and maintenance; and quality control and sample design. Special performance under the requirement may include: system enhancements, development of new systems, or new linkage between systems, data research projects, the conduct of special purpose or quick-response data collection, analysis projects, support in response to energy emergencies or training. The requirement has four major functional areas: 1) Survey Data Collection and Survey/Systems Operations, Data Publication/Dissemination and General Operations, covering many of the petroleum industries functions/activities and products, such as, imports, refining, bulk terminals, product pipelines, tanker/barge movements, crude oil, natural gas liquids, propane, and oxygenate capacity, etc; 2) Petroleum Industry Analyses and providing analytical support during energy emergencies such as those related to natural and other disasters; 3) Quality Control and Sample Design including maintaining a comprehensive quality control program to ensure the accuracy and validity of data, systems and publications; and 4) Systems Development and Maintenance, Reengineering, Network Operations and development of New Technologies. DOE plans to issue this solicitation approximately on April 11, 1995 with proposals being due approximately on May 11, 1995. This solictation will be issued as a small business set-aside under SIC code 7374 which has a size standard of $7.0 Million. (0081)
